Implementing plan on housing rent support for workers

In recent days, local authorities in districts, towns and cities have quickly implemented a plan on housing rent support under the Decision No. 08/2022/QD-TTg of the Prime Minister (the Decision 08). Businesses have also embarked on completing documents for employees. It is expected that employees will get the housing rent support in June 2022.

Joy of employees and local authorities

Most employees are happy when they are going to receive the support. Nguyen Phuoc Tuan, a trade unionist of Shyang Hung Cheng Co., Ltd. in Thuan An city shared: "These days, when being guided by trade union officials to make documents, verify accommodations in order to quickly get housing rent support, all employees feel happy and excited. After the pandemic, workers have still faced many difficulties in life. With support from the Government and provincial trade unions at all levels, workers will gradually overcome difficulties and soon stabilize their lives.

Many businesses and localities are speeding up procedures so that employees can receive housing rent support in June

Enterprises and production facilities also share the same joy with employees when the Decision 08 is implemented. Pham Thi Tuyet Nhung, Chairman of Yazaki Eds Co., Ltd.’s Trade Union in Di An city said that this is a humane policy, bringing great benefits not only to employees but also businesses. It helps employees overcome difficulties from the pandemic, stabilizing their lives and have a long attachment to their companies. According to the decision, each employee will receive from VND1.5million to VND3million in 3 months.  This is not a small amount.

“In order to soon complete dossiers in order to send them to all-level authorities, we have organized many groups to monitor and guide employees relevant procedures on the company’s Zalo group, trade union newsletter to speed up the progress. The most important step is to verify employees’ residence with the confirmation of the proprietors. It is expected that in the next 20 days, we will complete procedures for thousands of employees at the company", said Mrs. Nhung.

 

Doan Thi Thu Hong, Head of Thu Dau Mot city’s Division of Labour, War Invalids and Social Affairs (DoLISA) said that the city has had specific instructions on how to make procedures for receiving money under the Decision No.08 and sent them to about 3,000 local businesses. Businesses that completing the procedures soon will be submitted to the city’s leaders for early approval and support. It is expected that in early June, some businesses will receive housing rental support for workers. Mrs. Hong said: “How to make procedures for housing rental support is quite simple. After relying on the instructions sent by the city’s DoLISA, enterprises allow employees to verify their accommodations together with a list of salary and social insurance sent to provincial social insurance agency for verification. After being verified by the social insurance body, the documents will be sent back to the city’s DoLISA for review. If just coming to work and not yet paying social insurance, employers must attach their pay-sheet for clarification.

Pham Van Bay, Vice-Chairman of Di An city’s People's Committee said that the Government’s Decision No.08 not only helps employees overcome difficulties, but also helps businesses and local authorities to stabilize human resources. “In Di An, the city’s People's Committee has deployed the Decision No.08 to all wards and proprietors. Officials of the city’s wards are also responsible for review, not making mistakes in this task…" said Mr. Bay.

Not letting policy profiteering happen

 

In order to concretize the support policy specified in the Decision No.08, previously, on May 6, provincial People's Committee issued a decision authorizing the People's Committees of districts, towns and cities to approve the list and fund to support housing rent for employees. Provincial Department of Labor, War Invalids and Social Affairs has also issued specific instructions for implementing the Decision No.08 to relevant departments and agencies for implementation.

 

Pham Van Tuyen, Deputy Director of provincial Department of Labour, Invalids and Social Affairs (DoLISA) said that based on the provisions of the Decision No.08, provincial DoLISA has given detail instructions about the implementation of the housing rent support policy with close coordination from departments, sectors, localities and businesses. The principle of support is to ensure timely support to the right subjects, transparency and not let policy profiteering happen. In case of employees working under labor contracts for many employers, they will be supported in places where they participate in compulsory social insurance.

Regarding beneficiaries and conditions of support, employees working for enterprises in industrial parks, export processing zones or key economic areas are supported when they fully satisfy the following conditions: lodging for a period of time from February 1, 2022 to June 30, 2022, having indefinite term labor contracts or definite labor contracts of 1 month or more, signed and commenced before January 1. April 2022, joining compulsory social insurance (named on the list of joining compulsory social insurance of the social insurance agency) in the month preceding the time enterprises making a list of employees requesting housing rent support.

In case of employees not being the subjects to join compulsory social insurance, there must be their pay-sheets from the month preceding the time enterprises preparing the list of employees requesting rental support. The support level is VND500,000 per month, with the maximum period of 3 months. In case of returning to the labor market, they will receive the support level of VND1 million per month, with the maximum period of 3 months.

Pham Van Tuyen, Deputy Director of provincial DoLISA: The Prime Minister’s Decision No. 08/2022/QD-TTg on housing rent support for employees has contributed to recovering the labor market; sharing difficulties with employees who are still in need of housing, supporting enterprises, cooperatives and individual business households to retain employees for production and business recovery, thereby contributing to the local socio-economic recovery.
