On November 4th 2013, the 11th Party Central Executive Committee promulgated Resolution No. 29-NQ/TW on radical, comprehensive innovation in education and training to meet requirements of industrialization and modernization in the socialist-oriented market economy and international integration process. Accordingly, Binh Duong Provincial Party Standing Committee devised action plans to implement the Resolution; PPC issued plans to perform provincial Party’s action plans. Department of Education and Training has also disseminated extensively the resolution and put forward drastic measures to improve educational quality.
To implement vigorously
Department of Education and Training has directed units, schools to innovate drastically based on Resolution 29 and provincial action plans. A breakthrough in the innovation process was changes in exams. Schools have given a common test to all pupils of one bloc, organized semester examinations like a graduation exam.

Nguyen Hong Sang, Deputy Director of Department of Education and Training said this method proved that educational quality was real. The sector allows schools to adjust, innovate curriculums to correspond with pupils and features of each school; improve teaching and learning methods to promote proactiveness, creativeness and capability of applying knowledge of learners.
Consolidating teaching staff
Provincial educational training sector has considered the development of teaching and managing staff as a main innovation of the sector. Since 2011, the sector has developed the project “Building teaching and educational managing staff in 2011-2015”. After a short time, the staff rate achieving qualification requirements increased at all levels. Most of teachers have devoted themselves to the educational cause, bettered themselves, cultivate their knowledge and skills.
The department also directed units to set up plans for new school year in accordance with the actual situation to improve comprehensively educational quality. The sector also planed to give professional training to teaching and managing staff to promote renewing teaching, assessing methods. Ms. Sang said, educational managers must be active, creative to execute the innovation in accordance with the actual situation and towards international integration.
Quality to be heightened
Following the spirit of Resolution No. 29, provincial educational training sector has implemented the motto of "Dynamic - creative" and the slogan of dedicating to dear pupils. Ms. Sang said, after 2 implementation years, educational quality had heightened from preschool to higher education level.
Educational quality has been proved through the input quality of entrance exams at all levels. In recent years, enrollment quality for 10th grades has been significantly improved; only pupils having really good capabilities are able to study in public schools. The educational gap between urban and remote areas has been shortened. Many high schools in remote areas have equal graduation rate and university admission rate to schools in southern area.
At the national high school exams 2015, the province had 94.98% pupils passing the high school graduation and 75% pupils admitted to universities and colleges.
