To make the construction and implementation of the resolution more effective, the Party committees and organizations at the Thuận An city have gradually innovated the construction of the resolution. The construction of the resolution ensures the principles, authority, subjects, and steps; focusing on the content and objectives of the resolution appropriate to the situation and fundamentally meeting the legitimate needs and interests of the majority of the people, creating consensus, trust, and support from the vast majority of officials, party members, and people in the area, thereby gaining the common consent of the people to successfully implement the resolution's targets. Therefore, the seminar aims to assess the advantages, disadvantages, and causes, draw experiences and solutions for the process of building, deploying and implementing the resolution associated with the application of learning and following the ideology, ethics, and style of Ho Chi Minh effectively, to truly "the Party's will is the people's hearts", contributing to the construction of Thuan An city to be increasingly rich and beautiful, civilized.

At the seminar, it was noted that local leaders, agencies, and units have discussed and shared valuable experiences, as well as identified limitations and shortcomings in the process of implementing resolutions and upcoming solutions in carrying out this work at the unit and local levels.
Mr. Phan Thai Son, Secretary of the Party Committee of An Phu Ward, shared that in order to build and organize the implementation of resolutions in line with the "Party's will and people's hearts", the ward has implemented many effective solutions in grasping the thoughts, sentiments, and aspirations of cadres, party members, and public opinion among the people. Specifically, the ward has implemented the model "Saturday morning coffee with the people"; grasping social opinions within the community.
Mr. Ton Quang Vinh, Secretary of the Party Committee, Chairman of the People's Committee of Binh Chuan Ward, also shared: "Applying Ho Chi Minh's ideology in the process of building and implementing resolutions to 'unite the Party with the people's hearts' plays a crucial role in setting an example for leaders, party members, and public officials in propagating and implementing the resolution.
