This was the essential point in the Draft of Land use plan in 2015 that will be submitted for approval of the 13th Provincial People’s Council session (8th term). According to the planner, provincial People’s Committee (PPC), the draft plan is to reallocate land resource in accordance with long-term development in order to meet demands of land usage in 2015 and following years, stabilize land management, promote investment, build up infrastructure for urban development.
Appropriate shifting
According to provincial Department of Natural Resources and Environment’s Deputy Director Mr. Bui Van Hai, the province approved agricultural land use plan with an area of 200,360.09 hectares until 2014. During 4 years (from 2011 to 2014), 6,688.36 hectares have been processed; up to 2015 will achieve 57.99% of 2015 plan.
According to Mr. Hai, the shifting from agricultural to non-agricultural land is appropriate to development orientation of the province. However, the achieved rate is still low. Uncompleted area was 4,953.88 hectares, which is equivalent to 42.01% plan. Some land prioritized by the Cabinet, like: protecting forestland, paddy land, land for perennial plants, annual plants, producing forestland, have had proper and high shift in land use structure. Particularly, agricultural land accomplished 25.22% target, have not fulfilled the plan.

Mr. Hai said, approved non-agricultural land use plan until 2014 was 69,072.69 hectares. From 2011 to 2014, 6,722.35 hectares have been processed; up to 2015 will achieve 57.79% of 2015 plan. This rate was still low, uncompleted area was 4,990.86 hectares, which is equivalent to 42.21% plan.
In general, implementation of land use plan of 2011-2014 achieved some positive results. Land management has contributed to appropriate allocation and usage of land resource, especially, reducing arbitrary agricultural land transfer. Devising and implementing land use plan has controlled shifting in land use structure, managed well land recovering, transferring, leasing, implemented well land regulations.
Agricultural land continues to decline
Provincial Department of Natural Resources and Environment planed estimated that agricultural land would continue to decline in 2015. Accordingly, in 2015, paddy land would decrease about 422.54 hectares; land for perennial plants would decrease 6,080.15 hectares and become non-agricultural land, achieving 52.15% of 2015 plan.
However, agricultural land reduction until 2020 could create pressures on agricultural production development. Thus, increase of high-tech, green tech application in agricultural production is needed to increase yields; shifting from rice production to other purposes beyond the plan should be prohibited.
Increasing land for infrastructure and housing development
According to the Department of Natural Resources and Environment, in 2015, non-agricultural land would continue to increase about 6,832.74 hectares to satisfy needs of socioeconomic, defense security infrastructure. In addition, in 2020, Binh Duong will become a type 1 urban center, thus infrastructure development is one important measure to promote economic growth and investment. Therefore, land and capital resource need to be gathered for construction.
Due to rapid pace of industrialization, urbanization, the migrant number in Binh Duong province is increasing, creating enormous pressures on healthcare and educational sector. Therefore, land resource for these sectors will be enlarged. In 2015, housing area is estimated at 18,587.76 hectares, increasing 2,504.04 hectares compared to the present; infrastructure development land would be 18,564.61 hectares, increasing 1,696.54 hectares.
