In order to shrink time and process of investigation and settlement of fires and explosions, draw experiences, suggest proper solutions and effective ways of fire fighting and prevention, director of the provincial Fire Fighting and Prevention Police Department issued Decision No.559 stipulating decentralization of management on fire fighting and prevention. After 2 years of implementing decentralization, the provincial Fire Fighting and Prevention Police Department reaped many remarkable fruits.
Managing, archiving files of fire fighting and prevention
Reportedly, as of 2014, the province had 3,982 production workshops and more than 11,000 small production and business workshops of organizations and individuals in residential areas that involve in items catching fire easily. Until now, functional agencies map out lists to manage and implementing periodical inspections on the State standards on fire fighting and prevention.
The functional agencies have focused on inspecting fire hazard at workshops involving in petrol, gas business, timber, apparel, handbag, chemical production and processing, markets and trade centers and more.
Meanwhile, units of fire fighting and prevention carry seriously out periodical inspection for workshops and vehicles in fire hazard.
Before periodical inspections, fire fighting and prevention units map out plans and send inspection announcements or call for business workshops prior 3 days. Accordingly, cadres check and mull over situation of fire fighting and prevention of workshops as well as prepare documents and regulations relating to inspection. Through inspections, functional agencies timely instruct workshops to improve shortcomings and problems of fire fighting and prevention, eliminate risks of fires and explosions as well as improve workshops’ owners’ awareness and responsibility on fire fighting and prevention.
Concerted inspection on fire prevention and fighting
During the process of building works, right from design period, relevant agencies collect ideas of fire fighting and prevention policemen. The cooperation facilitates works’ design approve. From 2013 to 2014, Binh Duong provincial Fire Fighting and Prevention Police Department carried out acceptance of design on fire fighting and prevention for 962 items, works.
Over the past two years, the provincial Fire Fighting and Prevention Police Department inspected safety of fire fighting and prevention during construction of 576 items and works. Accordingly, the unit set up 576 inspection documents of fire fighting and prevention safety. Thanks to inspections, problems of fire fighting and prevention were improved drastically to facilitate takeover work.
After 2 years of decentralizing management of fire fighting and prevention, the provincial fire fighting and prevention police accepted and granted certificates to 546 items and works. Works ensured safety of fire fighting and prevention as stipulated by the laws.
Experiences
In reality, documents on fire fighting and prevention always have adjustment, so design consultancy units can not keep pace with the adjustment. In the other hand, design dossier of fire fighting and prevention of some works did not ensure technique and legality. Therefore, functional agencies often spend much time for takeover. This causes impacts on efficiency of takeover.
Besides, many legal documents relating to the work on fire fighting and prevention has not been yet agreed, triggering obstacles of takeover.
Facing this status, work on disseminating and instructing implementation of legal documents on fire fighting and prevention is focused especially and is considered as an urgent task in the coming time.
