The seminar is part of the ninth Global Conference of Young Parliamentarians which is taking place in Hanoi from September 14-18.

Bui Quang Huy, first secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, emphasized the importance of the digital transformation trend, and its impact on the globe, each country and each individual, especially young people.

Young people are not only beneficiaries of digital transformation, but are also required to proactively grasp, master and improve their capabilities to make change to build a better life for the community, society and themselves, said the youth’s leader.

He expected that the seminar served as a forum for young parliamentarians from across the world to share information and experience to acquire and improve knowledge, skills and capabilities in the digital era.

Taking the floor, Vietnamese Deputy Minister of Information and Communications Nguyen Huy Dung pointed out that the biggest challenge in the era of digital transformation is to change people’s awareness and habits.

He sketched out a community digital technology group model in Vietnam as a primary example, saying these groups knock on every house to give residents instructions about online public services, online shopping, personal protection in cyberspace, and some other specific skills.

This year Vietnam is expanding the model and honouring community digital technology groups, serving as the basis for promoting digital technology in the country, said Dung.

IPU Secretary General Martin Chungong speaks at the seminar

Secretary General of the Inter-Parliamentary Union (IPU) Martin Chungong thanked Vietnam for organizing a useful seminar for the youth, and said IPU is formulating new strategies for 2022 - 2026, placing digital transformation at the centre.

Currently, the Inter-Parliamentary Union as well as IPU members are well aware of the role of digital transformation, and the challenges required to maintain the momentum of digital transformation, he said.

He emphasized the need to empower young people to make practical contributions to digital transformation not only for society but also parliaments.

Young representatives of businesses, universities and youth organisations exchanged views on the role and importance of digital skills, ways to enhance digital capacity for young people, and challenges that young people are facing in the world.
