On July 28, the second session of the 8th Legislature People’s Council is open to discussion about key issues of society, economics, security and national defense in the first 6 months of the year.

Not only considering reports and central tasks, participants will listen to reports of People’s Court, People’s Procuracy and security in the first 6 months of the year and proposals of tasks in the remaining 6 months.
In the meantime, People’s Council will review comments on proposals of:
- Regulations and action plan of People’s Council in the new tenure;
- Tourism development plan to 2020 and vision to 2030;
- Establishment of Thu Dau Mot City in Binh Duong Province;
- Adjustment of administrative borders between Uyen Hung and Khanh Binh in Tan Uyen District;
- Traffic toll collection rates of DT741 B.O.T project;
- Collection rate, management and granting of certificates of land-use right, houses, and assets attached to land;
- Planning of office pay roll for 2011-12 period;
- Planning of cadres in education and training sector;
- Supporting scheme to medicine students trained for specific agencies, collaborators in community rehabitation, demography and family planning.
Totally 14 proposals will be considered before being approved as legal basis of operation.
Reporter: What are the new features of inspection proposed in the new tenure of People’s Council?
Mr. Vu Minh Sang: The needs of improving inspection effectiveness of People’s Council have been drawn up in Regulations and Action Plan of People’s Council to be approved in this 2nd session. The inspection will be oriented to clearly identify breaches and subjects under inspection. The in-depth inspection and post-inspection actions will improve effectiveness of the work acted out by People’s Council and its belonging agencies.
Reporter: Would you please generalize achievements gained in the first 6 months of 2011 in Binh Duong Province?
Mr. Vu Minh Sang: In the first 6 months, sectors, enterprises, and public people in the province have struggled to promote business and production. As a result, GDP increases by 13.2% while industrial value by 17.5%, agriculture and aqua products by 4.7%, import-export revenue by 19.5%, budget collection by 52% of estimation. Programs to improve human resources quality have also been built to create new jobs to 41,450 laborers while offering 16,871 people with unemployment allowances at VND 52.8 billion, taking care for previleged individuals at the cost of over VND 105billion from the budget.
Reporter: Specifically, what are the achievements of government’s inflation control and social security under Resolution No. 11?
Mr. Vu Minh Sang: By applying Resolution No. 11 of the government, Binh Duong authority has strictly monitored monetary policies and called for VND 46,563 billion of money deposits. Credit loans growth is under control with loans balance at VND 47,000 billion. The province has also cut down VND 69 billion for not purchasing cars, air-conditioners, assets, power, water supply, stationery, petroleum and expenses.
