Towards the poor
Under the National Housing Strategy till 2020 and vision towards 2030, Binh Duong has implemented its housing development program for the sake of locals. The province has step by step made socialization of housing development in accordance with projects and well realized the local targets on urban housing development.
The measures mentioned in the National Housing Development Strategy was concretized at the Government’s Decree 188 on social housing management and development, the 2014 Law on Housing and the Government’s Decree 100 guiding the Law on Housing in 2015. This has created advantageous conditions for the province’s housing development program to have steps in the right direction. First of all, the province has paid more attention to control over housing architecture and construction planning. The province has also implemented planning for housing areas in association with synchronous infrastructure construction, thereby creating a new image for urban areas towards developing Binh Duong into an industrial-urban and service city. Upon this, the management of the province’s urban housing development has been made better.
Binh Duong’s biggest success when carrying out the program over the past time was to mobilize the participation of many social resources. Nguyen Thanh Tai, Director of provincial Department of Construction said that the province has been proactive to balance the local State budget and mobilized all resources in the society to realize the program. As a result, the province gave housing support for 11,441 households in need of housing. The average floor-space per person in the province has so far reached 23.5 square meters.
Further promoting the program
According to provincial Department of Construction, the housing market in Binh Duong over the past time saw strong development steps with the quality of houses improved and the birth of new urban and residential areas, contributing to rejuvenating the local urban image.
Many investors have also got involved in building lodging facilities for workers and students under provincial housing development program. As of late 2015, the province basically eliminated dilapidated houses; in comparison with 2009, the rate of solid houses in the province increased to 29.8%.
Although gaining many successes, the province’s housing development program will still continue being promoted at the local housing demand in the current context.
At a recent meeting with provincial Steering Board on Housing Policy and Real Estate Market, Chu Van Chung, Head of the Central Steering Board on Housing Policy and Real Estate Market said: “Over the past years, Binh Duong was among the country’s top localities in housing development, catering the local demand for industrialization and modernization. We had especial interest in the great success of the social housing model done by Becamex IDC. The model will be replicated in other localities in the coming time”.
It is known that on Nov.30, 2011, the National Housing Strategy till 2020 and vision towards 2030 was approved by the Prime Minister with a key point of view: “Housing development is the responsibility of the State, the society and people”. It was defined for synchronous development in two types: commercial and social housing.
