According to the result of investigation on the number of poor households in the period of 2016-2020, Binh Duong has no more poor households under the central poverty line and the ratio of poor households under the local poverty line is still very low at 1.32%. This is an impressive result of the province in poverty reduction, ensuring social welfare. -Could you tell us about collecting information about poor and near-poor households by applying a dimensional poverty measure for the period of 2016-2020 and about those who enjoyed social support policies in 2015?
Implementing the Government’s policy at Decision No. 1614/QD-TTg approving an overall scheme on “Conversion of uni-dimensional poverty measure into multi-dimensional poverty one for 2016-2020”, provincial People’s Committee promulgated the Plan No.170/KH-UBND on collecting information about poor and near-poor households by multi-dimensional poverty measure for 2016-2020 and about those who enjoy monthly social support policies. Accordingly, as of late February 2016, provincial DoLISA implemented training for 1,334 investigators across the province. Upon this, districts, towns and TDM city realized a task of investigating and collecting information on the above targeted people. This task was also monitored by provincial DoLISA for timely adjustment.
As of late May, 2016, according to the announcement of districts, towns and TDM city, the whole province had 3,889 poor households (or 1.32% of total) and 2,870 poor-near ones (or 0.97% of total). There were also 23,622 households enjoying monthly social support policies.
-Currently, Binh Duong has no more poor households under the central poverty line and the number of poor households under the local poverty line is very low. Why did the province obtain such remarkable achievements in poverty reduction?
Over the past time, economic growth created favorable conditions for the province to well realize policies on social welfare. Another thing was the attention of provincial Party Committee, People’s Committee over periods to poverty reduction. Socio-political organizations, especially enterprises in the province actively responded to poverty reduction. The above results also came from the ceaseless efforts by the poor.
In the period of 2011-2015, the province’s total investment for poverty reduction reached more than VND1.05trillion, including more than VND280billion mobilized from the society.
- What are the province’s orientations for poverty reduction in the new period?
For poor and near-poor households just listed, the province will expand the realization of policies in association with solutions to raise their capacity of approaching and enjoying basic social services.
The province will further focus on improving infrastructure in poor areas and strengthen support activities for the poor, helping them rise up out of poverty and stabilize their lives in the period of 2016 and 2020 while creating favorable conditions for them to enjoy basic social services.
The province will also balance its State budget to provide loans for poor and near-poor households to realize programs on clean water, environmental hygiene, economic development and learning; boost training courses on agro-forestry-fishery promotion, sic-tech transfer for poor households; improve vocational training in association with creating jobs for the poor; mobilize organizations and individuals to fund construction of “great unity” houses for the poor; mobilize and effectively use all resources for poverty reduction.
In addition, the province will strive to better execute poverty reduction, contributing to ensuring social welfare and developing into a civilized, prosperous and beautiful city in accordance with the Resolution of the 10th provincial Party Congress for the 2015-2020 tenure.
