Measures intensified to retain 'blue zones'

In order to continue to control the epidemic and safely protect the "blue zones" in the northern areas of Binh Duong province, the provincial People's Committee has issued a regulation forcing a 14-day quarantine for people from high-risk epidemic areas to the areas of lower risks. Immediately after receiving a document from the provincial People's Committee, localities have strengthened their forces to block and control people and vehicles from moving into the areas.
14-day quarantine administered on people getting from high to low risk regions

In recent days, the situation of Covid-19 epidemic in the province has been constantly complicated and tended to increase in all localities. In order to ensure effective disease prevention and control in the province, the provincial People's Committee requires all levels, branches and units to mobilize the whole political system to take part in to proactively, actively and drastically implement the prevention and control measures and solutions to prevent and control the Covid-19 epidemic.
The provincial Steering Committee for Covid-19 Prevention and Control has also arranged risk levels in localities. Accordingly, the new average rate includes districts of Dau Tieng, Phu Giao and Bac Tan Uyen. High risk levels include Bau Bang district and Ben Cat town. Very high risk levels include Thu Dau Mot city, Thuan An city, Di An city and Tan Uyen town.

According to Official Letter No. 3392/UBND-VX dated July 22 of the provincial People's Committee, people from high-risk areas to low-risk areas must be quarantined for 14 days and tested at least 3 times at different time on the 1st, 7th and 14th day of such quarantineterm according to regulations of Ministry of Health, except for emergency cases, natural disasters, and fires. For cases on duty of epidemic prevention and control, security and order, urban sanitation and other necessary cases, the localities shall consider and decide accordingly.

For residential areas that have undergone extensive screening tests, local authorities must have a responsibility to strictly manage and protect and not to allow people to enter and exit the area intentionally.

Ms. Tran Thi Thao, Deputy Chairwoman of the People's Committee an Deputy Head of the Steering Committee for Covid-19 Prevention and Control in Ben Cat town, said that the implementation of Official Letter No. 3392/UBND-VX of the provincial People's Committee on medical quarantine has been implemented. Paying attenion to people from high-risk areas to the locality, the town has deployed forces at checkpoints and communes and wards to make sure that people coming from very high-risk areas should conduct a 14-day quarantine according to the guidelines and regulations of the health sector.
Similarly, Phu Giao and Dau Tieng districts are also tightening control of people entering the area to strictly follow the direction of theprovincial People's Committee in order to limit the risk of spreading the disease from people coming from areas of high and very high risks.

People stacking up at checkpoints resolved

On July 22, Mr. Nguyen Loc Ha, Standing Member of the provincial Party Committee cum Deputy Chairman of the provincial People's Committee signed an express dispatch to the People's Committee of Ho Chi Minh City and the provinces of Binh Phuoc, Dong Nai, Tay Ninh, Dak Nong, Dak Lak, Lam Dong, Gia Lai, and Kon Tum on coordination to uniformly and synchronously implement social distancing according to Directive 16 of the Prime Minister.

Mr. Nguyen Loc Ha said that the implementation of social distancing has received positive consensus from people in the province and has achieved certain results. However, in the first stage, there have been some unsynchronized and inconsistent actions and there has not been a close coordination among provinces and cities in solving the needs of people travelling through the checkpoints in the face of epidemic prevention and control in the border areas between localities to return to their localities and places of residence.

The official dispatch of the provincial People's Committee recently showed that, through verification, most people from Ho Chi Minh city and Dong Nai going to the Central Highlands provinces should have certificates of eligibility to travel through checkpoints. However, because it could not pass through Binh Phuoc province, traffic jams and congestion occurred on DT741 route at the contiguous section between Binh Duong and Binh Phuoc.

Therefore, in the face of the above situation, the People's Committee of Binh Duong province proposed the above localities in the same province to implement a number of measures such as strengthening propaganda and mobilization to call on people to strictly observe the regulations on social distancing according to Directive 16 of the Prime Minister; to organize functional forces to mobilize and persuade people and migrant workers to stay in place during the implementation of social distancing not to move or return to the localities where they reside, contributing to limiting the spread of the Covid-19 epidemic through other localities; at the same time, to organize the mobilization of resources to support the lives and activities of people and migrant workers during the implementation of social distancing.

The official dispatch of Binh Duong provincial People's Committee also proposed localities to identify those who have an urgent need to return to their localities where they reside, by which, priority is given to those returning for medical examination and treatment and those in difficult circumstances. On that basis, localities will develop plans to bring people back to their localities by transportation with medical check-ups and quarantine and health monitoring upon returning to ensuring security and safety in the prevention and control of the Covid-19 epidemic.
