The local campaign on Earth Hour 2013 co-held by the provincial Youth Union and the local department of Natural Resources and Environment will be organized at Phu Cuong ward’s Nguyen Du road in Thu Dau Mot city at 9:30p.m on March 23, 2013 with the participation of local leaders, mass bodies, students and people.
Also this time, lighting system across the municipal and town routes will be turned off. Meanwhile, companies, hotels, restaurants and households will turn voluntarily off their lighting system.
To urge people to join in the campaign, Binh Duong Electricity Company launched promulgations to local clients and bodies, hung posters to mobilize people to join in the event, cooperated with radio stations to disseminate the campaign and so on.
Phan Thanh Lam, vice director of Binh Duong Electricity Company, said “Binh Duong Electricty Company held many lively activities with the motto of “Let’s act” to save 15,000kWh within 60 minutes of this event. Aside from turning off lights, the company launched the 2013 Earth Hour campaign at Binh Duong province with other various significant activities”.
All of the above activities are to disseminate climate change to people. This is not only responsibility of local leaders, Electricity Company but of whole community.
Promulgation must go with sanction
To reach a goal of energy thrift, the provincial steering board on electricity thrift issued a plan on electricity thrift 2013 including promulgation measures and sanctions. Accordingly, the most important measure is to reinforce promulgation on electricity thrift.

Apart from promulgation, the key activity lies in inspection. Specifically, the steering board of electricity thrift will set up an inter-sectoral inspection delegation to check safe usage of electricity and energy thrift in production.
In addition, the steering board of electricity thrift will work with People’s Committees at all levels to launch work of electricity safety and thrift.
Along with inspection and promulgation, sanction will be imposed to violations relating to electricity waste. Lastly, the steering board of electricity thrift solved units which did not register electricity thrift practice as stipulated. The steering board also set criteria on electricity thrift for every client including state units saving 10% of energy, businesses saving 2.5% and households saving 5%.
To reach a goal of turning off electricity within 60 minutes and 365 days of energy thrift, beside promulgation, inspection and sanction, functional agencies have reinforced management of electricity provision. Right from Dec of every year, the local electricity sector asks facilities and companies to register their demand on electricity usage based on registration on electricity usage in dry season, peak hour.
Instructing electricity thrift in 2013, the provincial People’s Committee vice chairman Tran Thanh Liem, head of the steering board of electricity thrift, said “Though 2012 reached plans on electricity thrift, its results remained low. Therefore, in 2013 the steering board of electricity thrift and functional agencies will drastically implement measures to reach electricity thrift effectively. Implementation is to protect the national natural resource, earth environment and improve people’s living quality”.
