Looking from Kien Giang
Kien Giang is one of provinces and cities linking with Binh Duong to offer manpower for Binh Duong province-based businesses. Since 2007, implementing the provincial People’s Committee’s instruction on issuing policies of supporting laborers working at BInh Duong, Binh Duong provincial Job Center signed a contract with Kien Giang provincial Job Center to recruit manpower for enterprises in Binh Duong.
In 2011 alone, Kien Giang province took 351 laborers to Binh Duong for job generation. Aside from seeking jobs through job centers, there were Kien Giang’s many laborers working at Binh Duong.
To learn about employment of laborers from Kien Giang province, Kien Giang provincial leaders led by the provincial People’s Committee vice chairman Dang Cong Huan paid a meeting between Binh Duong businesses and Kien Giang laborers working at Binh Duong. On the occasion, the delegation granted gifts to some laborers from Kien Giang and signed a deal of labor provision between Kien Giang and Binh Duong.
Accordingly, Kien Giang province inked cooperative agreements with 12 Binh Duong businesses encompassing Showa Gloves, Foster, Onamba, Truong Thanh and so on.
A “3-partner” association
Annually, Binh Duong businesses’ demand on labor recruitment is at over 50,000 people. This now creates an unbalance between supply and demand. To improve this situation, Binh Duong has implemented many measures of vocational training, job generation and so on to meet the rising demand.
Therefore, to meet manpower for local businesses, Binh Duong has launched a plan on labor association to introduce and offer human resources for local enterprises.
Over the past 4 years, Binh Duong has lured over 32,000 immigrant laborers through labor recruitment association.

Businesses feel secure in recruiting manpower
Implementing labor recruitment association, BInh Duong administration has excelled policies for laborers such support of accommodation and so on. With the model of labor recruitment association between businesses, job centers and localities, businesses feel secure in recruiting manpower whilst job-seekers are not afraid of “labor brokers”. In addition, the job-seekers enjoy proper jobs and accommodations.
Nguyen Phung Trung, vice director of Binh Duong provincial department of Labor, War Invalids and Social Affairs, said “Manpower provision, vocational training, job generation, stable income are one of targets of the model. With results of the model, many localities actively map out plans on labor association, manpower management…”.
