Mr. Nguyen Hoang Thao, the Standing Deputy Secretary of Binh Duong provincial Party Committee urges localities to concentrate all forces to disrupt and eradicate Covid-19 epidemic

During the visit, work and inspection of the prevention and control of the Covid-19 epidemic in the districts of Dau Tieng, Bau Bang, Bac Tan Uyen and Thuan An city on the 24th and 25th of July, Mr. Nguyen Hoang Thao, the Standing Deputy Secretary of the provincial Party Committee and Deputy Head of the provincial Steering Committee for Covid-19 Prevention and Control, emphasized that localities need to focus all their efforts to stop and stamp out the epidemic. Accordingly, Mr. Nguyen Hoang Thao suggested that localities should have a more proactive, drastic and urgent plan of Covid-19 prevention to seriously and thoroughly apply the guidance of the Prime Minister in Directive 16.

To retain the "blue zones"

During the visit, work and inspection of the prevention of the Covid-19 epidemic in Dau Tieng, Bau Bang and Bac Tan Uyen districts on July 24, Mr. Nguyen Hoang Thao and the delegation of the provincial Party Committee listened to leaders of localities report on the situation of Covid-19 epidemic prevention and control in the areas. Agreeing with the opinions of localities, Mr. Nguyen Hoang Thao emphasized that Dau Tieng, Bau Bang and Bac Tan Uyen are "blue zones", so it is necessary to have a more urgent and drastic plan in epidemic prevention. The province is trying to maintain the "blue zones", regain the "yellow zones" and attack the "red zones" with total force to wipe out the SARS-CoV-2 virus from the area. 
In order for localities to better implement disease prevention and control, Mr. Nguyen Hoang Thao suggested that the Steering Committees for Covid-19 prevention and control in districts, towns and cities should closely follow the direction of the central government and the province through previously issued directives and guidelines. For contents that are beyond their jurisdiction, localities should promptly report to the province for guidance and timely support. Dau Tieng and Bac Tan Uyen districts are two specific localities with the main economy being agriculture and the population is relatively sparse, so it has many advantages to carry out disease prevention.

Localities need to make full use of this feature to implement zoning measures to control and prevent the spread and outbreak of Covid-19 in the area. For areas where the disease has appeared, localities need to have a definitive treatment to quickly locate for screening and "separate F0" from the community as soon as possible. Particularly for Bau Bang district, Mr. Nguyen Hoang Thao asked to focus on disease prevention in the industrial zone environment. Bau Bang is one of the localities with a new model of industrial zones and clusters with distinct characteristics, so it is necessary to take proactive measures to prevent the spread of disease among factories, enterprises and residential areas. Residents and workers in the series of hostels, workers' dorms, and social housing areas need to tightening up by the district in terms of inspection and supervision of the epidemic prevention and control in enterprises by ensuring that enterprises that properly and fully comply with the necessary conditions for "3 on-site" and "1 road 2 places" are allowed to operate.
Concentrated Covid-19 eradication in "red zones"

For localities in the southern part of the province where there is a complicated and stressful epidemic situation such as Thuan An city, Mr. Nguyen Hoang Thao suggested that the locality should put all their efforts into stopping the epidemic and stamping out the epidemic. Along with the large-scale Covid-19 screening in the residential community, the city needs to coordinate with the provincial Management Board of Industrial Parks and the Department of Industry and Trade to inspect and request the closure of businesses that do not ensure safety against the disease. In which, the provincial Industrial Park Management Board plays a key role of constant grasping of the operation situation of the enterprises.

To ensure disease safety in the environment of industrial zones, clusters, localities and functional sectors, it is necessary to clarify the functions and tasks of Covid safety teams in enterprises by ensuring a safe production environment all businesses are required to ensure production by "3 on the spot" and "1 road, 2 places" models.

Accordingly, "3 on-site" production must ensure that the inputs and outputs of workers are always clean of Covid-19 and strictly follow the model of "1 road, 2 places" in the direction that one point is the workplace and the rest is a concentrated residence of ensured safety for workers throughout the production processes. Businesses that do not ensure safety to prevent Covid-19 epidemic are required to immediately suspend their operations.

Mr. Nguyen Hoang Thao also asked the city's police, military and medical forces to review the situation of the number of forces to report to the province for appropriate coordination and reinforcement. The locality tries to perform well the control of the epidemic situation and security and order in the gateway areas. Thuan An city proactively plans forecasts and prepares action plans for the worst possible cases; to reorganize forces too effectively use local forces and reinforcements, especially volunteers with professional expertise from other provinces and cities to perform well the zoning and control to prevent the spread and head towards the goal of complete epidemic suppression.

Regarding the proposed content of increasing the food norm from VND 80,000 a person a day to VND 100,000 a person a day of the local anti-epidemic forces, Mr. Nguyen Hoang Thao said the province will have a specific exchange plan to possibly find the best local support options. The common spirit of the province is to try to take the best care of the people including local residents and temporary workers, so the province requires localities to continue strictly implement Directive 16 of the Prime Minister.

During his business trips to inspect the disease prevention and control in localities, Mr. Nguyen Hoang Thao heard a number of suggestions on the relaxation of people and immigration to prevent Covid-19 epidemic, Mr. Nguyen Hoang Thao made clear that the province does not agree with the option and encourages all people to try, wherever they are, to stay in put to ensure safety principles for disease prevention. “In the context of the complicated development of the epidemic situation, the province does not agree to the proposal to relax and migrate; it is determined not to burden people and other localities," said Mr. Nguyen Hoang Thao.
