Accordingly, Mr. Nguyen Van Loi said that the province would try to speed up the work of zoning for disease control to soon allow businesses to resume operations under new normal conditions.

Good care for workers
Visiting, working and inspecting the prevention and control of the Covid-19 epidemic at industrial parks and businesses located in the province on August 10, Mr. Nguyen Van Loi said that it is a special locality with a large number of workers working in concentrated industrial zones and clusters, so the province has always paid attention to and prioritized care-taking of the health, spirit and life of the workforce. Typically, the province gives priority to 50% of the vaccines allocated by the central government to administer to workers. In the future, the province will continue to accelerate the progress of vaccination against Covid-19 for workers when newly allocated by the Ministry of Health. The specific plan is to give priority to vaccination for workers in enterprises that are participating in the production of "3 on the spot" and "1 route, 2 destinations" because this is the workforce at highest risk of Covid-19 infection.
According to Mr. Nguyen Van Loi, the province will continue to take advantage of time in zoning for good disease control to reopen production and business activities for "blue zone" localities including districts of Dau Tieng, Phu Giao, and Bac Tan Uyen on August 16. The "yellow zone" of Ben Cat town and Bau Bang district will also be quickly implemented measures to isolate the epidemic to bring production and business back to work under the new situation on August 22. According to the disease control roadmap, after bringing the "blue zones" back to production and business according to the new situation, the province will focus all efforts on disease control and control in "red zone" localities such as Thu Dau Mot city, Thuan An city, Di An city, and Tan Uyen town and try to bring these localities back to production and business activities under the new situation on August 31.
Mr. Nguyen Van Loi said, for enterprises that are participating and want to register for production activities "3 on the spot" and "1 route, 2 destinations", the locality and enterprises need to have a smooth coordination with the companies regularly organizing testing for workers. In order to ensure timely investigation and traceability in case enterprises have recorded positive cases of Covid-19 infection, the People's Committees of districts, towns and cities need to well coordinate with enterprises to synchronize and manage employee information by digital methods; to perform the management of the whole area of the hostels for workers to live in; to reorganize the accommodation system in the direction of allocating workers to live in the same area for ease of management. This job also helps businesses to do well their "3 protection" tasks including production, workers and factory protection.
To test implement “1 route, 2 destinations” in the new state
Visiting and working with Binh Duong Textile and Garment Association in An Dien commune of Ben Cat town, Mr. Nguyen Van Loi said that from August 22, businesses based in Ben Cat town will be allowed to work again in new conditions. Accordingly, in order to ensure the maintenance of production and business activities and to meet the needs of domestic and international supplying chains, businesses need to coordinate with localities to well organize the production model of "one route, two destinations" in the new situation.
To ensure the good implementation of the "3 protection", enterprises need to review and reorganize the accommodation for workers in a centralized direction for easy care, management and supervision. After arranging concentrated accommodation for employees, the company needs to have a plan to pick up and transport workers every day to avoid the case of workers wandering to Covid-19 epidemic areas. For employees who cannot gather under each common management areas, local authorities and businesses need to coordinate and exchange consistent information to issue travel permits for workers according to the correct route from home to the company and vice versa.
Speaking at the meeting with Binh Duong Textile and Garment Association and Binh Duong Furniture Association, Mr. Nguyen Van Loi said that the province recognizes and shares with the difficulties that the associations and their member businesses are facing. The province highly appreciates the determination of enterprises to implement "3 on the spot" to maintain economic development. At the same time, the province will try to do a good job of zoning and controlling the disease so that businesses can return to work soon. However, in order to ensure safety to prevent and control the Covid-19 epidemic in the new situation, Mr. Nguyen Van Loi suggested that businesses before reopening should coordinate with the locality to conduct testing to ensure no infection.
