After
three-year implementation of the national target program on new rural
construction, Tan Long commune in Phu Giao district has made obvious changes,
ranging from infrastructure to the spiritual life of the local people… 
Tan Long commune’s system of schools and classes have been standardized, contributing to well serving the local learning and studying.
Growth in socio-economic infrastructure
Tan Long commune’s hamlet 5 now owns a 4m-wide concrete road and this is also one of the commune’s places taking the lead in the new rural construction program. Doi Sy Lien, Secretary of the Party Cell of hamlet 5 said that thanks to propaganda and mobilization well implemented, the local people have reached a high unanimity in implementation of the program. Particularly, they donated 5 hectares of land together with many other assets with total value of more than VND500mln to the program.
One of Tan Long commune’s most obvious changes today is infrastructure development. The commune’s roads, school, health station, cultural house…have so far met criteria of the new rural construction program. The whole commune now controls over 115 roads, in which 100% of commune-level roads are covered by asphalt…
Other important change is that the commune’s educational system has been standardized from material facilities to learning and teaching. Till now, the commune has fulfilled universalization of secondary education and reached more than 90% of pupils with secondary school graduation continuing to attend high schools, continuing education centers and vocational training facilities. The rate of pupils with high school graduation has gained more than 97% of total and the rate of pupils passing university and college entrance exams has achieved 69% of total.
Tan Long commune has also sped up the local poverty reduction via many significant activities, including supporting loans, creating jobs for locals; transferring sci-tech advancements in animal husbandry and cultivation for them…The ratio of poor households herein now accounts for 2.84% of total. It is known that the commune is promoting the development of the local farm produce processing and purchasing facilities, making a premise for the local shift on economic structure.
In addition, Tan Long commune will increase its investment proportion in socio-economic infrastructure construction; promote models on collective economy; strengthen models “helping each other in economic development” and credit groups at hamlets; mobilize locals to take part in collective economy; widely multiply effective models on collective economy…
The communal People’s Committee has also built a cultural center of 2.04 hectares with a total expense of VND5bln, contributing to promote the local cultural and sports movements. The commune has been allocated capital to perfect the center’s items, including sports grounds, library, cultural house’s hall…
“State and people working together”
Nguyen Van Tung, Permanent Deputy Secretary of Tan Long commune said that the local government has further implemented the motto of “State and people working together” to perfect cultural institutions, well realize democratic regulations at grassroots level, speed up the emulation movement of “building up cultural families, quarters and hamlets”, contributing to maintaining the local order and security.
The nature of new rural construction is to build up rural communes with socio-economic development and strong national defense-security. This is a task of the entire political system. Realizing this, Tan Long commune has well disseminated resolutions, creating solidarity and unanimity in authorities at all levels and mobilizing the strength of people from all strata to implement the program…
Tan Long commune has so far reached 17 out of 19 criteria of the new rural construction program and is expected to achieve 18 out of 19 criteria of the program by the end of 2013. According to Mr.Tung, this is an overall and long-term socio-economic development program. With the efforts by the State and people, it is believed that the national target program on new rural construction will be successful.
