From September 6, the pace of life in northern green zones of the province has returned to a new normal condition. Although there are differences in the application of social distancing measures, in general, social and economic areas in Dau Tieng, Bau Bang, Phu Giao and North Tan Uyen districts are gradually opening again.
To step by step reopen
Within 24 hours since Dau Tieng district decided to loosen the social distance measure, from Directive 16 to Directive 15 of the Prime Minister, life there has begun to be bustling again. Along with the removal of some internal disease control checkpoints, the reopening of shops and stores has made the life in Dau Tieng town more joyful. Although it is not allowed to gather in large numbers and only take-away food services are allowed to ensure safety, most people are exhilarated.
Shops in Dau Tieng town of Dau Tieng district have reopened and complied with disease safety measures.
Nguyen Van Ty, a resident of Thanh Tuyen commune, Dau Tieng district, said that on the evening of September 5, as hearing the news that from morning of September 6, the whole district would loosen the distancing measure and change to Directive 15, he was so delighted. Ty said, he was happy because he could go out shopping and visit his orchard, but he was happier because the district had successfully fought against the Covid-19. This is a proud result of the Party, government and people of Dau Tieng.
From the early morning of September 6, many food services and shops in districts of Dau Tieng, Bau Bang and Phu Giao reopened. By the morning of September 7, business activities in these localities had returned to the "new normal" condition. Although selling and buying activities still have to ensure Covid-19 safety and fully implement the "5K" message of the Ministry of Health during transaction process, everyone has been happy and excited.
For production and business activities of companies, northern green zones also have plans to loosen the restriction order. For example, in Dau Tieng district, instead of forcing enterprises to register for "three-on-site" and "one-road, two-location" production approaches as before, from September 6, the local government has allowed enterprises to resume production under "three-green" production model. Accordingly, communes and towns will check the list of businesses registered to operate again, and the list of workers, then the district will base on safe production plans of enterprises to have a proper solution.
Tran Quang Tuyen, Vice Chairman of Dau Tieng District People's Committee, said that by September 9, a number of businesses had applied to convert from "three-on-site" to "three-green" production approach. The district directed functional agencies to conduct inspection and screen workers before they return to the localities. After completing the screening of workers, local government will issue permits to businesses and allow workers living in green zones to return to work normally.
To maintain discipline in disease prevention control
To implement the Provincial People's Committee's direction on assigning People's Committees of green zones to actively develop plans for suitable distancing measures, recently Bau Bang and Phu Giao districts have issued documents to loosen the distancing measure and apply Directive 15+ from September 6. Although the Covid-19 situation in the areas is basically well controlled, Bau Bang and Phu Giao continue to maintain a number of measures to increase social distancing compared to Directive 15 of the Prime Minister.
According to leaders of Bau Bang District People's Committee, before the decision was made, the district had considered the factors of disease safety. In order to sustain the established green zones and continue to attack remaining yellow zones i the area, the district decided to strengthen disease prevention and control measures by applying Directive 15+ instead of Directive 15.
Although the social distance has been reduced, districts of Dau Tieng, Phu Giao, Bau Bang and North Tan Uyen continue to disseminate information and recommend people continue well observing safety regulations through loudspeaker system and Covid community groups. Disease control checkpoints in contiguous areas, key intersections and green zone protection posts continue to be maintained. Mobile patrol forces are regularly present at residential areas and inner-city streets to promptly remind citizens and handle violations of disease prevention and control regulations.
Nguyen Van Ngon, Head of Management Board of Muong Dao Hamlet, Long Nguyen Commune, Bau Bang District, said that since the district decided to apply Directive 15+, food services in this hamlet have reopened. Thanks to the propaganda, mobilization and supervision of local government, business owners have well complied with pandemic prevention and safety measures.
Dinh Ngoc Khuong, a resident of An Binh commune, Phu Giao district, said that after the district allowed the reopening of business activities, local shopping demand was basically settled. His family completely agree and support the policy of gradually loosening the social distance in the district so that people gradually adapt to the new normal condition.
The fact that green zones in the north province simultaneously loosened the social distance order of Directive 16 and change to Directive 15+ has recognized the success of localities in anti-pandemic work, and it also brought about certain safety and comfort for people in the area. The significantly reduced circulation of transports in green zones and on inter-district routes in the coming time (September 10) will also help the trade and circulation of goods be more quickly and timely than before.
Although green zones have been re-established, the localities are not neglectful of disease prevention and control. Accordingly, districts of Dau Tieng, Bau Bang, Phu Giao, North Tan Uyen will continue to carry out weekly mass testing combined with the "two-in-one" method to give both rapid testing and Covid-19 injection to people. This is one of the effective measures that help the localities to promptly detect and separate F0s from the community.
