The provincial leaders have always considered work on population, family and planning is a crucial task and an indispensable part in the local strategy of socio-economic development. Therefore, birth of many concrete strategies and policies on population, family and planning has helped population ordinance be launched effectively.
Aside from dissemination work, all level sectors and agencies have focused on offering services of family planning, reproduction healthcare to meet people’s demand. Many models such as “communes and wards have no women having a third child”, policies on population combined with cultural quarter regulations as well as club for families have no third child have been set up and reinforced and expanded.
Thenceforth, local people’s awareness on family planning has been improved significantly and their living quality has been also enhanced.
Tran Thi Thuy Nga, cadre of population in Vinh Phu ward, Thuan An town said that implementing population ordinance, the ward has over the past 10 years obtained many encouraging results. More and more local residents have learned and participated in programs on population, family and planning. Especially, in 2012, rate of sisters in fertility age applying contraceptive devices reached 78.6% whilst local rate of birth gained 0.28%o – 0.36%o.
In order to improve quality of population, the provincial administration has launched a pilot model of health test and pre-marital counseling. The program is designed to bring an understanding of the kinds of issues newly married or committed couples will face in the early years of their union and offers ways of improving skills to better negotiate those issues and transitions. And its main goal is to improve understanding and practice of reproduction healthcare to raise quality of population. In addition, since 2007, the model of pre-birth and newborn filtration has been launched across 7 localities.
Doctor Van Quang Tan, vice director of the provincial Health Department cum director of the provincial general hospital assessed that over the past 10 years of implementing population ordinance, local people’s awareness on population, family and planning has showed a new development. Interest of family and planning and scope of small family have been accepted by many people.
Therefore, issue of gender imbalance has been reduced and quality of population has been improved significantly. Proportion of women suffering gynaecological diseases, death rate of mothers and newborn babies as well as rate of abortion have been decreased strongly.
Issues of defect babies and innate defect babies have been gradually paid much attention. Model of pre-martial health test and counseling has gradually won great response from leaders, authorities and people, contributing to improve local inhabitants’ awareness on healthcare for teenagers and adults.
According to doctor Van Quang Tan, to put population ordinance go into depth, all level agencies and sectors should in the coming time cooperate together to minimize the rate of third child birth and gender imbalance and many more.
To reach the entrusted goals, it requires further concentration on dissemination and elimination of the old conception of “Respect male, disrespect female” and so on.
