From July 1, Department of Transportation in Binh Duong Province officially implements the level-3 software system enabling the driver’s license changing online for registering individuals and organizations registering. The online registration is a major step of administrative procedure reforms, reducing the travelling time and costs of individuals and organizations.
Simple procedures
Under the level-3 software system for changing of driver’s license, those people in need of such changing, instead of getting to one-stop-shop unit of Binh Duong Provincial Administrative Center for the service, will only need to access the webpage gplx.gov.vn (at the home page) and clicking on the section of online driver’s license changing for further registration. After filling out the information, the profile will be reviewed and notification will emerge if the profile is invalid. If the profile is valid, the applicant will, through telephone or email (informed by the applicant), receive a working schedule note including date and time for visiting the site of procedures. On visiting by the schedule, the applicant should carry the former license, original files, and on-site photography and wait for 2 hours of processing for a brand new license.
An applicant is registering for online driver’s license changing
According to Mr. Tran Ba Luan, Director of Binh Duong Provincial Department of Transportation, the level-3 service software system for changing driver’s license is the major step of the department in administrative procedure reforms, reducing traveling time and costs of the applicants and gaining support and high appreciation of the public.
Regarding the registration through phone call to 1080 line, the department has deployed a separate stall to receive the profiles. Concurrently, the department has added personnel at the site to ensure fast completion of the procedures. Luan also noted that the online service has not well known to the public. Thus, the mass media is necessarily introducing this to the public and the department has also posted the information on its website as well as posting bulletin at the office venue.
Fast and refined
The registration through 1080 line has started from May 18. Up to date, averagely 20 calls are made for registration of processing schedule for changing driver’s license.
The level-3 public service for driver’s license changing has recently been implemented in July 1 but the majority of the public have been so concerned. Up to date, the department has received 80 registration turns and 41 cases have been granted with new driver’s license with pending time less than 2 hours.
“Fast, convenient, time and cost-saving are the characteristics that I have realized from the online driver’s license changing service,” asserted Mr. Le Duy Dinh residing at Quarter 1 of Phu Loi Ward in Thu Dau Mot Town.
To help the public save time and traveling costs, the department has coordinated with Binh Duong Provincial Post to make the hand-to-hand delivery the new driver’s license to the applicant. The process takes 3 to 5 days from the date when the profile received from the department by the post. To facilitate the signing as well as hand-to-hand delivering, the Binh Duong Provincial Post designates 3 to 5 employees on frequent shift at Binh Duong Provincial Administrative Center with a reception stall to receive documents from the department for processing. The files, then, will be gathered to the venue of Binh Duong Provincial Post and will be dispatched to the receiving addresses. The post office deliveryman will make the hand-to-hand delivery as registered by post.
By the mentioned efforts of the department, the site of driver’s license changing have been freed up from the state of long pending queues. And the simplification of administrative procedures has helped the public to save time and costs of travelling.
