Under Decree No. 09/2015/ND-CP dated January 22, 2015 of the government, pension, social insurance and monthly allowances shall be adjusted for communal official retirees. Binh Duong Provincial Social Insurance is aiming for 8% increment in the first four month of 2015. Binh Duong Newspaper reporter interviewed Mr. Bui Huu Phong (in photo) as Director of Binh Duong Provincial Social Insurance on the matter.
Reporter: Sir, who shall be offered the adjustment of pension, social insurance and monthly allowances?
Mr. Bui Huu Phong: The adjustment of pension, social insurance, and monthly allowances shall be applied to retired officials, cadres, and working people, military and police officers and people working in key activities offered with monthly pension and those under Decision No. 91/2000/QD-TTg, Decision No. 613/QD-TTg and rubber plantation workers of monthly allowances.

Reporter: So, this time’s adjustment shall not be applicable to those of insurance payments at death, labor accidents, and occupational diseases?
Mr. Bui Huu Phong: Those cases you mention are governed by basic salary; thus, the adjustment does not effect them. The adjustment of basic salary and adjustment of pension and social insurance are of the two different matters in reforming programs for salary and social insurance regime of the government.
Reporter: Sir, how would be calculation be made and those retired from January 2015 on would be offered the 8% increment or not?
Mr. Bui Huu Phong: The pension, social insurance, and monthly allowances from January 2015 on shall be increased by 8%. This belongs to the reforming program for pension, social insurances and monthly allowances of the government. Thus, it is only applicable to those cases of pension before January 2015.
Reporter: So when will the time and amount of adjustments for pension, social insurance and monthly allowances be applicable and what challenges and advantage Binh Duong should have in the way, sir?
Mr. Bui Huu Phong: Binh Duong Provincial Social Insurance shall increase by 8% of such payments to 18,000 people by the salary payment time in April 2015. The payments should include the adjusted amounts for April 2015 and the different amounts emerged from January to March of 2015.
We have predicted any shortcoming and made our best preparation by preserve the sources for robustly predicting the possible payments to those cases. In the meantime, we are helping related agencies of Treasury, posts and banks to mitigate hardship for retirees. However, we can not make further support to those retired in the time span of January on and of insurance payment on death and labor accidents.
