Early August 13, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired an online meeting with the Steering Committees for Covid-19 Prevention and Control of Dau Tieng, Bau Bang, Phu Giao, Bac Tan Uyen districts and Ben Cat town about a plan to build the "green zone" on the Covid-19 map, bringing Binh Duong back to the "new normal state" from September 1.
Continuing well controlling the "green zone"
Bau Bang district’s Steering Committee for Covid-19 prevention and control said that as of August 12 afternoon, the district still had two at-risk localities, including Lai Uyen town and Hung Hoa commune. Whilst, Long Nguyen, Lai Hung, Tan Hung, Cay Truong II, Tru Van Tho communes may be ready to return to the "new normal” state after August 15.

Phu Giao district has also mapped areas at risk and localities that are ready to return to the “new normal” state. This locality is divided into 3 levels of the "green zone". Accordingly, Tan Long, An Long, An Linh, An Thai communes may return to the "new normal" state while Tan Hiep and Phuoc Sang communes may partially return to the "new normal" state when Tan Hiep commune still has a small portion of 2 at-risk hamlets and Phuoc Sang commune with a small portion of 3 at-risk hamlets.
According to Ben Cat town’s Steering Committee for Covid-19 Prevention and Control, the town only has two areas that may return to the "new normal" state, comprising of Thoi Hoa and Tan Dinh wards. Two localities with very high risk are An Tay commune and My Phuoc ward. Hoa Loi ward is classified as a high-risk area. Chanh Phu Hoa, An Dien wards and Phu An commune are at-risk areas.
In Dau Tieng district, An Lap, Dinh An, Dinh Thanh, Long Hoa, Minh Hoa, Minh Tan, Minh Thanh, Thanh An, Thanh Tuyen communes and Dau Tieng town may partially return to the "new normal" state. A hamlet in Dinh Hiep commune may return to the "new normal" state. Long Tan commune is still classified as a high-risk area by the locality.
In North Tan Uyen district, Lac An and Hieu Liem communes are safe "green areas" that may return to the "new normal" state. The remaining areas are divided into 2 groups of risk and high risk. Of these, the risk group includes Tan My, Tan Dinh, Tan Lap, Binh My, and Thuong Tan communes. Tan Binh and Dat Cuoc communes are in the very high risk group.
Currently, the "green zone" localities are focusing on narrowing the "red zone", expanding the "green zone", quickly separating F0 cases from the community, limiting the number of F0 cases from rapidly increasing, minimizing the number of deaths in order to Binh Duong back to the "new normal" state.
Granting the certificate of “green zone” citizenship
Duong Chi Nam, Deputy Director of the Environmental Management Department under the Ministry of Health, Head of the Ministry of Health’s Working Group in Binh Duong said that in addition to increasing the task of taking samples for rapid antigen and PCR testing to find F0 cases, the province needs to flexibly apply regulations in line with the Prime Minister’s Directive No.15 on social distancing in the form of gradual loosening after bringing the local "green zones" back to the "new normal" state. Specifically, localities in the "green zone" still continue controlling people ‘movement in accordance with regulations on social distancing; continue limiting trade activities, the number of waiters at eateries that only provide take-away services.
Regarding administrative management for people in the "green zone", Colonel Nguyen Van Dut, Deputy Director of provincial Police Agency said that the agency has also directed professional forces to guide the process of granting the certificates of “green zone” citizenship to people in the “green zone” in order to return to the “new normal” state. Meanwhile, a representative of provincial Fatherland Front Committee said that in order to keep achievements done by the entire political system at all levels and people over the past time, it is required that propaganda must be more extensive among people from all strata. Only when the people well implement relevant regulations, achievements and efforts by the entire political system and them can be maintained.
At the meeting, Mr. Minh asked for localities to continue sticking to the plan and roadmap built by the province; strictly implement the Prime Minister’s Directive No.16. The People's Committees of districts, towns and cities need to be proactive to seal off the "red zone" under their management to ensure the preservation of the "green zone"; strengthen the activities of community-base anti-Covid-19 groups, grasp detailed information related to each person, each household, each lodging room in order to closely monitor people moving in and out of the area; set up self-managing groups to protect the "green zone” in each quarter, hamlet, alley...
Speaking at the meeting, Mr. Loi asked for localities to further grasp the spirit of doing closely; tighten control over the "green zone", strictly control and lock the "red zone". Even the “yellow zone” with “red zone” also needs to be locked, preventing people from the “red zone”, the “yellow zone” to the “green zone” and vice versa. In terms of the organization of production, enterprises are allowed to organize production activities if ensuring "green lodging facilities, green workers and clean factories”.
Mr. Loi also emphasized that when the amount of Covid-19 vaccines is not enough to inject all people and workers, preventive measures are especially important to keep the "green zones", the "green factories". To do so, control must be tight and testing should be increased. Regarding social policies, he also requested localities to urgently disburse support packages for people to promote the effectiveness and practical significance of central and local policies. The province’s quick response teams and 1022 switchboard need to be maintained at relief and rescue requirements from people.
With the desire of well realizing Covid-19 prevention and control and ensure maintenance of supply chains in domestic and international markets, provincial leaders have set out a new strategy for the period after August 15. Accordingly, the province will step up the task of Covid-19 screening to establish and gradually expand the "green zones" in the coming days. After August 15, the province will implement the "3 on-site" production model for registered enterprises in industrial parks, compounds, and enterprises outside industrial compounds operating under the “new normal” conditions
