Planning must mull over impacts of climate change

Climate change has impacted on all fields of economy and society. In Binh Duong province, climate change has yet to be concerned by many people. However, in recent years climate change has impacted on environment, atmosphere, agricultural and urban development in the locality.  Flooding happens on a route in Thuan An town. Temperature rises nearly 0.5 degrees CelsiusImpacts of climate change on atmosphere environment in Binh Duong have showed remarkable changes in recent years. Annual average temperature in the locality is at from 26.5 degrees Celsius to 27.5 degrees Celsius. In 2010, the local average temperature jumped 0.8 degrees Celsius, the highest increase level so far. In comparison with temperature in 1999, 2010 and 2011 showed that districts and townships in the South Binh Duong jumped from 0.4-0.45 degrees Celsius in the temperature whilst localities in the North indicated an increase of 0.35-0.42 degrees Celsius. The difference was from a rapid industrial development in the South Binh Duong, creating glasshouse effects. This will cause an imbalance of ecology and bio-diversity, impacting on farming, breeding and living. Climate change also impacts badly on urban development, aside from badly affects on environment, natural resources...An evidence shows that floodings in Binh Duong urban areas are increasing complicatedly. According to functional agencies, the entire province now has over 60 flooding sites. The most flooding localities include Thuan A, Di An, Ben Cat and Thu Dau Mot. Without well planning, many urban areas and residential areas will be flooded.Forecast on climate change listed on planningAccording to the provincial department of Natural Resources and Environment, heavy rains will appear in the locality plus tide floods at areas near Sai Gon, Dong Nai and Thi Tinh rivers. Therefore, it is necessary to have orientations on urban development in combination with measures of dealing with climate change in a bid to prevent floodings at urban areas in the years coming. Climate change also impacts on irrigation system, dikes, canals. Overall, climate change influences not only on technical infrastructure works but on community health, security-defense, historic relics...In the face of this situation, the provincial People's Committee vice chairman Tran Van Nam asked functional agencies to add forecast of climate change into planning. In addition, promulgation and manpower training on climate change must be spurred and focused.
