Policy of arranging and merging administrative units unified

Last weekend, localities and units across the province simultaneously organized to collect opinions from cadres, party members and people on the Draft Project on not organizing district-level administrative units, rearranging commune-level administrative units and organizing the political system at the commune level after the rearrangement. According to the reporter's records, the majority of opinions were in high agreement with the major policy of the Party and State on two-level local government and streamlining the apparatus of the political system.

Reporting at the conference to collect opinions from former Standing Committee members and former members of the Provincial Party Committee Standing Committee on the draft project, Mr. Nguyen Loc Ha, Standing Deputy Secretary of the Provincial Party Committee, said that implementing the Central's direction on ending the activities of the district level, rearranging and reorganizing commune-level administrative units and building a 2-level local government organization model, the Steering Committee for Research and Continuing to Arrange the Organization of the Political System of Binh Duong Province to be Streamlined, Strong, Efficient, Effective and Efficient has met 7 times, submitted to the Provincial Party Committee Standing Committee for comments 7 times; submitted to the Provincial Party Committee Executive Committee for meetings 2 times to carry out the project development process.

After a period of careful and scientific preparation, the Steering Committee has completed the draft project ensuring compliance with the Central's instructions, in accordance with the characteristics of the locality, ensuring the comprehensiveness, synchronization and unity in the political system. The project development process was carried out carefully, thoroughly, scientifically, strictly, effectively, in compliance with the Constitution and the law. In particular, the development of the project to rearrange commune-level administrative units must take into account factors such as natural conditions, traffic infrastructure, distribution and organization of economic spaces to ensure maximum promotion of the potential and advantages of economic development of each locality, mutual support to promote the overall socio-economic development of the administrative unit after the rearrangement.

Mr. Mai The Trung, former member of the Party Central Committee and former Secretary of the Provincial Party Committee, suggested that it is necessary to consider retaining some place names that have become part of people's memories, become cultural and historical traditions and are recognized by the people, such as Thu Dau Mot, Binh Duong, Long Nguyen.

In addition, the Steering Committee has carefully considered factors such as the level and management capacity of local Party committees and authorities, the level of digital transformation, application of information technology by local authorities and people, as well as ensuring requirements on national defense and security, building solid defense zones in key areas; preserving and promoting historical traditions and national culture of each locality; ensuring solidarity and solidarity of the community. The project serves as a basis for promoting decentralization, delegation of power, enhancing autonomy and self-responsibility of local authorities, ensuring that local authorities at the commune level are closer to the people.

At the same time, the project also aims to overcome the situation of small-scale commune-level administrative units that do not meet the prescribed standards, thereby creating more favorable conditions for planning, investing in socio-economic development, infrastructure development, attracting investment, creating jobs for people and expanding the urbanization process. The arrangement also helps improve the effectiveness of state management, creating a favorable environment for production and business activities of people and enterprises.

High consensus on the draft project 

During the project development process, the Steering Committee determined to link the arrangement of administrative units with innovation, reorganization of the political system to be streamlined, effective and efficient, while promoting the potential and advantages, expanding the development space of localities, continuing to develop urbanization, promoting decentralization, enhancing autonomy and self-responsibility of local governments. On the other hand, the arrangement aims to restructure and improve the quality of cadres, civil servants, public employees and workers, ensuring that grassroots governments are close to the people and serve the people best.

Speaking at the conference to collect opinions from former Standing Committee members and former members of the Provincial Party Committee Standing Committee on the draft project, Mr. Mai The Trung, former member of the Party Central Committee and former Secretary of the Provincial Party Committee, said that in the past, the province has developed many plans for the arrangement of administrative units and the plan put forward for comments this time is good. Accordingly, the Steering Committee has closely followed the criteria and instructions of the Central Government, taking communes and wards as the objects of arrangement, not taking administrative boundaries for arrangement. This is a very practical approach, suitable for planning, especially industrial planning and urban planning of the province in the coming time; thereby demonstrating reasonableness and high feasibility. Mr. Mai The Trung suggested that it is necessary to consider more about some places and names that have become part of people's memories, become cultural traditions, become part of history and are recognized by the people, then consider keeping them such as the names: Thu Dau Mot, Binh Duong, Long Nguyen, etc.

Agreeing with the plan to arrange commune-level administrative units in the draft project, Mrs. Dao Ngoc Nu, former member of the Provincial Standing Committee, former Chairman of the Provincial Vietnam Fatherland Front Committee, said that the names of the communes and wards after the arrangement are basically reasonable. For example, in Thuan An, some opinions said that it should be called Thuan An Hoa, this is a model resistance village in the struggle for national liberation and national unification. Although the project does not have the name Thuan An Hoa, naming the administrative units in Thuan An like that is reasonable, including Thuan An and Lai Thieu. As for Thuan An Hoa, it is already in the names: Thuan Giao, An Phu and Binh Hoa. She also suggested considering when naming the new administrative unit on the basis of one of the old administrative units with a large area, population and many cultural, historical factors as well as development potential.

Some opinions of the former Standing Committee and former Standing Committee member of the Provincial Party Committee said that it is necessary to consider naming new administrative units worthy of their historical and cultural stature, names that have long been associated with the people, so that the new names become a bond connecting the roots with the future; at the same time, it is also necessary to retain familiar, close, memorable, typical commune and ward names that have been deeply ingrained in the subconscious, thoughts, and feelings of generations of people.

Based on the reduction rate of about 60-70% according to the Central's orientation, the criteria on area and population, associated with the approved socio-economic development planning and traffic infrastructure planning, it is expected that after the rearrangement, Binh Duong province will have 36 commune-level administrative units (including 24 wards and 12 communes), reducing 55 commune-level administrative units (a reduction rate of 60.4%). At the same time, the province identifies 10 commune-level administrative units after the rearrangement as key areas of the province and current district-level localities to create space for development and upgrade urban areas in the future.
