On
the afternoon of November 11, provincial People’s Committee held a meeting to
approve the contents of the Project suggesting to recognize TDM city as a city
of the second class; the province’s statement on the new poverty line in the
2014-2015 period; the province’s personnel plan for administrative units in
2014. After being disseminated via Binh Duong Daily, the meeting’s information,
especially in the fields of 2014’s poverty line and personnel plan has
attracted the attention of many people. 
Provincial People’s Committee, on November 11, agreed the increase of personnel for the education sector at the local demand for learning and teaching
Poverty line lifted in tune with real conditions
Nguyen Thi Kim Oanh, Director of provincial Department of Labor, War Invalids and Social Affairs said that the province in early 2011 applied the poverty line under the Decision No.49/2010/UBND dated December 22, 2010, under which it was VND1mln/person/month in urban area and VND800,000/person/month in rural area. With the poverty line, the province was estimated to have 3,615 poor households as of late 2012, accounting for 1.36% of its total population.
The province’s poverty line needs to be lifted in line with the current development situation. According to a proposal submitted to provincial People’s Committee by provincial Department of Labor, War Invalids and Social Affairs, the new poverty line for people in urban areas would be a monthly income of VND1.1mln and for rural areas VND1mln. A rural person, who earns VND1.001mln-VND1.3ln per month, will be considered a near-poor one while an urban resident will be deemed near-poor if having monthly income of VND1.101mln-1.43mln. Those who have just escaped poverty will also enjoy preferential policies within two years.
According to Mrs.Oanh, the province’s issuance of the new poverty line and preferential policies for those who have just escaped poverty aims to create favorable conditions for poor and near-poor households across the province to further have a chance to enjoy support policies on health, credit, education, housing and employment to rise up out of poverty, contributing to stabilizing and promoting the local socio-economic development.
It is known that provincial Department of Labor, War Invalids and Social Affairs has put forward the above proposal based on the average GDP per capita. Particularly, 2013’s GDP per capita is estimated at VND50.8mln; VND54.7mln in 2014 and VND63.2mln in 2015. The average income per capital is VND56.2mln a year in the 2013 and 2015 period.
Personnel increase for education sector at demand for learning and teaching
According to 2014’s personnel plan for State administration, the province will have 2,615 personnel (including 1,516 at provincial level, 978 at city/town/district levels and 120 standbys), up 114 compared to 2013. The personnel increase aims to serve the separation of districts, sectors and localities when necessary.
For State administrative units, provincial People’s Committee at the meeting also agreed to increase personnel for the education sector to 1,151 to meet the local demand for learning and teaching. This is because there is a rapid increase in the number of pupils. In 2013, the number of pupils in the province has risen to 24,000, so the increase of personnel for the local education sector is indispensable.
According to Mai Son Dung, Director of provincial Department of Home Affairs, the province’s personnel increase is mainly implemented in the fields of health and education. This is in line with the spirit of the Resolution of the 7th Conference of the 11th Party Central Executive Committee on further improving Vietnam’s political system from central to local levels.
