Prioritizing cultural and historical factors when naming new administrative units

On the morning of April 18, Binh Duong Provincial Party Standing Committee held a conference to collect opinions from former Standing Committee members of the Provincial Party Committee and former members of the Provincial Party Standing Committee on the Draft Project to end the operation of district-level administrative units, rearrange commune-level administrative units and organize the apparatus of the two-level political system after the rearrangement. Mr. Nguyen Van Loi, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, chaired the conference.

At the conference, former provincial leaders contributed many opinions on the draft project, especially the arrangement of commune-level administrative units, the naming of administrative units after the merger, etc. All opinions agreed with the Party and State's policy on arranging the apparatus of the political system to be streamlined, strong, and operate efficiently, and effectively. In addition, many opinions suggested that the Steering Committee study and consider when naming commune-level administrative units after the rearrangement, in which special priority should be given to names associated with the historical and cultural traditions of the land.

Speaking at the conference, Provincial Party Secretary Nguyen Van Loi respectfully acknowledged the opinions of former provincial leaders of different periods on the Draft Project on ending the operation of district-level administrative units, rearranging commune-level administrative units and organizing the apparatus of the two-level political system after the rearrangement. Provincial Party Secretary Nguyen Van Loi affirmed that these are very dedicated and profound opinions, demonstrating responsibility for the local development in the coming time, therefore, the Steering Committee will seriously accept them and make appropriate adjustments before completing the project.

l On the same morning, at the Provincial Retirement Club, Mr. Bui Thanh Nhan, Standing Committee Member and head of the Provincial Party Propaganda and Mass Mobilization Commission, chaired a conference to collect retired cadres' opinions on the plan to rearrange and reorganize commune-level administrative units.

At the conference, delegates were in high agreement with the project. Delegates suggested that consideration should be given when naming communes and wards to ensure historical significance; the location of the commune and ward People's Committee headquarters must be most convenient for the people...

Mr. Bui Thanh Nhan shared additional information and guidance from both the Central Government and the provincial authorities regarding staffing and policies for the future. He also listened to and noted the opinions and recommendations of the delegates present at the meeting, gathering feedback from retired officials on the plan to arrange and reorganize the administrative units at the commune level.

l On the morning of April 18, Di An City Party Committee held a conference to collect opinions on the plan to merge the provincial and communal levels. Ms. Truong Thi Bich Hanh, Standing Member of the Provincial Party Committee, Secretary of Di An City Party Committee; and Mr. Vo Van Hong, Chairman of Di An City People's Committee, chaired the conference. Attending the conference were former leaders of Di An City; leaders of city departments, ward Party Committees, and cadres and party members.

At the conference, the delegates all agreed with the plan to merge the provincial and communal levels and abolish the district level; at the same time, the delegates also expressed their wishes and recommended that the province consider adjusting the administrative boundaries of some new wards and the names of new wards to suit the actual situation, convenient for future administrative management; timely support policies for subjects being downsized due to restructuring the apparatus... Delegates also highly agreed on the plan to merge Binh Duong province, Ba Ria - Vung Tau province and Ho Chi Minh City, named Ho Chi Minh City.

Concluding the conference, Ms. Truong Thi Bich Hanh said that the Di An City Party Committee has implemented a wide-ranging collection of opinions from cadres, party members and people of all walks of life on the provincial merger plan, and the rearrangement and reorganization of commune-level administrative units in the spirit of openness, listening and putting the interests of the people first. The Standing Committee of the City Party Committee respectfully thanks the delegates for their very practical comments based on reality; at the same time, fully absorb and synthesize the comments to report to the province as a basis for perfecting the local plan to submit to the Central Government to achieve the highest feasibility...
