Over the past 5 years, Binh Duong has made many positive changes in environmental protection. The environmental protection objectives set by the central government and the Resolution of the 10th Binh Duong provincial Party Congress for 2016-2020 have been completed and exceeded.
In the 2016-2020, attention has been paid to overcoming pollution and improving environmental quality. Specifically, by strengthening prevention and control of pollution and speeding up construction of drainage works and wastewater treatment, surface water environment in major river basins in the province have been gradually controlled regarding the level of pollution and the quality of the province's environmental components from 2011-2015.
For underground water, monitoring results show that the water level in the aquifers in the province in 2016-2020 is relatively stable and tends to increase. For the air and noise environment, in general, the quality in the areas is quite good, most of the pollution parameters do not change much compared to 2011-2015 and meet the permitted standards. For the soil environment, at the monitoring positions, the area affected by industrial, agricultural and urban production has a concentration of pollutants in the soil much lower than the permitted standard (QCVN 03:2008/BTNMT).
In the 2016-2020, Binh Duong integrated environmental protection requirements into the province's socio-economic development plans and schemes. The province has been constructing urban wastewater treatment projects. Up to now, there are 4 centralized urban wastewater treatment plants. Besides, the province continues to improve the quality of appraisal of environmental impact assessment reports and environmental protection plans to ensure 100% of new investment projects and 100% of industrial clusters when put into operation with environmental treatment and protection systems.
Bui Duc Thuan, Head of Automatic and Data Monitoring Department under Center for Natural Resources and Environment Technical Monitoring of Department of Natural Resources and Environment, said that in the past 5 years, the Department of Natural Resources and Environment has established the environmental interdisciplinary team for quick response and strengthen the sudden inspection of businesses that have signs of untreated discharge into the environment. The control of waste sources has been stepped up with a flow of 500m3 a day or more through automatic wastewater monitoring systems, CCTV and automatic sampling equipment. Up to now, 100 waste sources have been installed with automatic wastewater monitoring stations, CCTV and 98 out of 100 waste sources installed with automatic sampling equipment for controlling 80% of the total amount of industrial wastewater generated in the local area. 11 automatic emission monitoring stations were installed to transmit data to the central operating station. At the same time, the province has focused on completely treating 269 establishments that are on the list of serious environmental pollution. Nearly 250 establishments with environmental pollution have been reallocated from the southern residential and urban areas of the province.
In 2021-2025, Binh Duong will focus on environmental protection with the aim of promoting the innovation of economic growth model associated with environmental protection and implementing strategic breakthroughs to sustainably develop Binh Duong towards a smart, civilized and modern city and improve the quality of life of the people while actively preventing and controlling pollution from sources and environmental incidents.
