Yesterday afternoon (April 14), Binh Duong provincial Party Committee convened an online conference to disseminate and promptly announce the outcomes of the 11th Central Conference; assess the activities of the first quarter and outline key objectives for the second quarter of 2025; and solicit feedback on the plan to conclude district-level operations, as well as to reorganize and restructure commune-level administrative units. Mr. Nguyen Van Loi, a member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, presided over the conference. The event was conducted both in person and online at 110 grassroots locations, with an attendance of 12,000 delegates.
Anticipated to comprise 36 communes and wards
At the conference, following a brief report by Mr. Nguyen Van Loi, a member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, regarding the outcomes of the 11th Central Conference, term 13, Mr. Nguyen Minh Thuy, a member of the Standing Committee and Head of the Provincial Party Committee's Organization Board, comprehensively addressed the essential elements of the Project aimed at concluding district-level activities, restructuring and merging communes, aligning with the local Party organization model, and reorganizing inspection agencies, as well as the Fatherland Front agencies, socio-political organizations, and mass organizations designated by the Party and State at the commune level.
According to the draft project, following the merger of 91 communes, wards, and towns, the province will consist of 36 communes and wards (comprising 12 communes and 24 wards), reflecting a reduction of 55 units from the previous count. Specifically, Thu Dau Mot City will have 4 wards; Di An City will have 3 wards; Thuan An City will have 5 wards; Tan Uyen City will have 5 wards; Ben Cat City will have 7 wards; Dau Tieng District will have 4 communes; Bau Bang District will have 2 communes; Bac Tan Uyen District will have 2 communes; and Phu Giao District will have 4 communes.
Concerning the timeline for the Project on the reorganization of commune-level administrative units: From April 14, 2025, to April 16, 2025, the project will be finalized; a conference will be held to gather feedback from former members of the Provincial Party Committee Standing Committee and retired officials. The Standing Committees of District and City Party Committees will oversee the collection of opinions from former members of their respective Standing Committees across various periods, as well as from retired officials, and will direct the commune level to gather additional feedback. Comments will be synthesized and forwarded to the steering groups for submission to the Steering Committee and the Provincial Party Committee Standing Committee. From April 18, 2025, to April 19, 2025, feedback will be received from the Provincial Party Committee Executive Committee, and the project will be completed, incorporating input from the public and relevant agencies. On April 23 and 24, 2025, the Provincial People's Council will convene to review and provide feedback on the project. On April 25, 2025, the project and accompanying documents will be finalized for submission to the Central Government in accordance with regulations.
Concentrate on allocating public investment capital
During the conference, Provincial Party Secretary Nguyen Van Loi underscored that the elimination of the district level and the consolidation of the commune level represent a significant policy that necessitates consensus among officials, party members, and citizens from all sectors. This marks the initial draft aimed at gathering feedback from officials, party members, and the general populace within the province. Following the collection of opinions, the province will incorporate them, present them to the Provincial People's Council for approval, and report to the Central Government prior to May 1, 2025. The Provincial Party Secretary urged that subsequent to this conference, the Steering Committee for the organizational structure project should continue refining the project to solicit public input. The opinion-gathering process must be conducted in a genuinely democratic and informal manner to foster strong consensus among the populace. Furthermore, relevant authorities should promptly and proactively formulate guidelines regarding organizational structure, job positions, and related matters.
At the conference, Mr. Bui Thanh Nhan, a member of the Standing Committee and Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, comprehensively reviewed the plan to convene a conference aimed at discussing and gathering feedback on the proposal to conclude district-level activities, as well as to reorganize and restructure commune-level administrative units and establish a two-tier government. Following the collection of opinions, the Provincial Party Committee's Propaganda and Mass Mobilization Commission will present the results of this feedback to the Provincial Party Committee Standing Committee for the entire province. Based on this, recommendations will be made to the Steering Committee and the Provincial Party Committee's Standing Committee to refine and finalize the plan through the Provincial Party Committee Executive Committee before submission to the Central Committee in accordance with regulations. |
In relation to the execution of tasks during the first quarter of 2025, the Provincial Party Secretary underscored that the Standing Committee and the Provincial Party Committee have concentrated on proposing numerous pivotal policies, tasks, and solutions in leadership and direction, adopting a comprehensive and holistic approach that encompasses both short-term and long-term objectives. Particular emphasis has been placed on alleviating challenges and barriers for businesses, fostering investment, and enhancing production and business activities. There has been a significant advancement in the reform of administrative procedures, contributing to the establishment of an open investment environment. Social security initiatives are being prioritized and effectively implemented, while national defense and security remain steadfast. Attention is also directed towards Party building and the development of the political system, particularly in organizing and structuring the political apparatus. To date, the results achieved are notably comprehensive across all sectors. Economic growth in the first quarter of 2025 has risen by 6.74%, surpassing the same period in 2023 by 2.09% and in 2024 by 5.92%. Total budget revenue has reached 31% of the estimate allocated by the Provincial People's Council. Foreign investment attraction has amounted to 3.6 billion USD, alongside approximately 1.8 billion USD in domestic registered capital. The province's key transportation projects have been consistently directed, monitored, and expedited. Efforts in urban development and enhancement have continued to progress.
Social security efforts are concentrated on achieving numerous practical outcomes. The initiative to collaboratively eliminate temporary and dilapidated housing is being executed in a synchronized and effective manner, with a firm commitment to provide housing for policy families and individuals with merit by April 30, and to complete 50% of the remaining cases in the area.
The provincial Party Secretary emphasized the necessity of executing several key tasks in the second quarter, specifically: promptly and cohesively implementing solutions to eliminate and fully address the challenges faced by enterprises, particularly concerning administrative procedures, land issues, construction, planning, and land valuation. This will enable enterprises to meet their financial obligations and effectively mobilize resources to significantly contribute to the province's growth targets. Additionally, there should be a concentrated effort on the synchronized execution of essential tasks and strategies to expedite the disbursement of public investment in 2025. For public investment projects at the district level, it is imperative to accelerate construction progress to ensure project completion and the full disbursement of allocated funds by June 30.

Furthermore, it is imperative to promptly formulate a plan to revise the public investment strategy for 2025, with particular emphasis on reviewing and assessing the progress of public investment disbursement at the district level. This will enable the prioritization of fund transfers and the allocation of adequate capital for the province's key projects. Capital should be designated for the construction of bridges connecting Dong Nai and Cu Chi district in Ho Chi Minh City, as well as for projects aimed at clearing the roadway along the Saigon River from Thu Dau Mot City to Thuan An City, thereby linking to Ho Chi Minh City. Additionally, funding is required for the DT742 road and the 15.3 km section of Vanh Dai 3, which coincides with the My Phuoc - Tan Van road, along with other investment projects and land initiatives. Traffic infrastructure projects in the northern regions of the province, such as the road along the Be River connecting Bac Tan Uyen and Phu Giao (where land is donated by residents and the State invests), and roads leading to the new commune center post-merger, must also be developed to ensure smooth and convenient transportation for the populace.
Next, concentrate on finalizing documents and procedures to facilitate the groundbreaking and commencement of several projects commemorating the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025). These projects include the expansion of Bau Bang Industrial Park, Cay Truong Industrial Park, the A1 Central Station - Cultural - Trade - Service Area Project, the Concentrated Information Technology Area, the Memorial Area of Vice President Nguyen Sinh Sac, and Vanh Dai 4, along with the issuance of investment certificates to enterprises.
