Province focuses on building social housing projects

In order to adapt safely, ensuring sustainable economic recovery and development, as well as Covid-19 prevention and control, the province will focus on developing social housing projects, especially tenement houses for workers in industrial parks and compounds.

Enterprises encouraged to get involved in social housing projects

Up to now, the whole province’s floor area for housing construction has reached about 77.1 million square meters. The average housing area in the province is 30.3 square meters per person. The figure is 31.5 square meters per person in the urban region and 24.5 square meters per person in the rural region. In addition, the province is now home to 602,466 rooms for rent, contributing to supplying accommodations for nearly 1.5 million people. Over the past time, the province paid social importance to fostering social housing projects for low-income workers, encouraging enterprises to get involved in this field.

Dinh Hoa social housing area invested by Becamex IDC has created favorable conditions for employees to live and work with peace of mind

After 10 years of investing in social housing projects, up to now, Becamex IDC has built 47,500 apartments for about 180,000 workers. The social housing model invested by Becamex IDC with the preferential selling price of VND100million-VND200 million for each apartment with 30sq.m floor space combined with home loans has attracted a large number of home buyers, including workers and low-income people.

Vu Quoc Huy, Chairman of Showa Gloves Vietnam Company’s Trade Union said that the company’s dormitory was built 4 years ago with 128 rooms. Each room can accommodate up to 4 people. The company’s employees are free of charge in terms of accommodation, electricity and water, but only pay a small amount when using in excess of the norm. The dormitory also has a large campus for workers to play as well as for the company to organize meetings and exchanges every holiday and Tet (Lunar New Year) festival. Under the "3 on-site" and "3 green" production model, the dormitory has continued being a place for workers to stay, ensuring the production chain and safety for Covid-19 prevention and control.

Additional 1 million apartments to be built

In the period of 2021-2025, provincial Department of Construction has advised provincial People's Committee on deploying 4 types of housing for employees, including social housing, rental housing, accommodation in industrial parks and compounds, and low-priced housing. Vo Hoang Ngan, Director of provincial Department of Construction (DoC) said: “In order to create better living conditions for workers and low-income people, Binh Duong has planned to build additional 1 million social housing units. The sale and lease of social housing is controlled in accordance with right subjects as stipulated. Along with further strengthening inspection and supervision, provincial DoC will publicize the list of home buyers on the mass media for people to monitor and supervise.

In the period of 2021-2025 and the following years, the province will review the planning of the local industrial parks; pay attention to the development of housing for worker in industrial parks and compounds in order to proactively organize production when the pandemic occurs. The province will also urge investors to build social housing projects. They will be arranged land fund in detailed planning projects approved by competent authorities. In addition, the province will firmly withdraw licences from investors who do not deploy their social housing projects or deploy them slowly.

Besides, they will encourage people to build social housing for rent; organize inspection and guide households and individuals to step by step improve their lodging facilities in accordance with prescribed standards in order to improve the living quality of employees; propose to expand loan support policies for households and individuals investing in new construction or repair and renovation of lodging facilities meeting standards as prescribed; coordinate with departments and sectors to use the local social housing development fund for construction investment; promote the reform of administrative procedures, propose the Government and the Ministry of Construction to have their own mechanisms for the order and procedures to implement social housing projects in order to attract investors to participate in this field.

Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation: After the 4th Covid-19 wave, provincial leaders have realized many problems, including urgently building social housing for workers to avoid the situation of having 6 people in a lodging room of 20 squ.m. The province is recalculating a suitable social housing project to add it into the local land use plan for the next 5-10 years. In the period of 2021-2025, the province floor area of ​​social housing and resettlement will increase by about 2 million square meters. The province always wants to create the most favorable conditions for workers to live peacefully, thereby making more contributions to the local development.

Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee: Binh Duong is a province with industrial development, so the construction of social housing for low-income people is very important and always receives attention from the province. The province’s  point  of view on housing development orientation is to implement the policy of socialization, encouraging all economic sectors to invest in building houses for sale or rent, to solve the needs of housing for policy beneficiaries, workers and low-income people, contributing to the local socio-economic development.
