Binh Duong is always a bright spot of the whole country in terms of hunger eradication, poverty reduction and employment creation.
Efforts in poverty reduction, job creation
With many social support policies, Binh Duong has improved the lives of the local people, basically escaping poverty under the local poverty line in the 2011 and 2015 period.
Provincial People’s Committee has
instructed the local Bank for Social Policy to join hands with sectors and mass
organizations to implement preferential credit policies for the poor. More than
VND522bln was disbursed for 44,000 poor households during the past two years.
As a result, there were 7,000 households escaping poverty; 2,000 laborers
offered jobs; 14,000 pupils and students getting preferential loans for their
learning.

The province has also excelled at taking care of poor people’s health. Particularly, the whole province granted 53,783 health insurance cards for poor people, 700 health insurance cards for poor-near households and provided free medical checks-up for the poor with a total expanse of nearly VND1.1bln.
Apartedly, provincial Fund for the Poor mobilized more than VND105bln from organizations and individuals to offer help to the poor through many significant activities during the past two years. The province over time also opened 61 vocational training classes for 1,442 rural laborers (or 67% of the projection), 80% of whom have got jobs.
Ninh Quoc Binh, Deputy Director of provincial Department of Labor, War Invalids and Social Affairs said: “Over the past years, Binh Duong well realized poverty reduction and job creation for laborers under the local poverty line in the 2011 and 2015 period, two years earlier than planned. This result came from the local efforts in socialization of the mobilization task for poverty reduction…”.
Living and working in peace and contentment
The whole province built and upgraded 72 unity houses for poor households with a total expense of nearly VND23bln between 2011 and 2012.
In a bid to step by step improve people’ quality of life, the province has paid attention to building social housing areas. Phu Hoa apartment building in TDM city’s Phu Hoa ward is Binh Duong’s first social housing project built from State budget. Covering 4,000 sq.m, the VND26bln-project includes one ground-floor, five storeys with 115 apartments, supplying accommodation for 600 people.
As planned, from 2011 to 2015, Becamex IDC will build 37 social housing areas in TDM city, Thuan An town, Di An town, Ben Cat district and Tan Uyen district, with 64,700 apartments for around 168,000 people. Becamex IDC has so far built nearly such 5,000 apartments next to industrial parks in TDM city, Thuan An town and Ben Cat district…
Improving people’s quality of life
Provincial People’s Committee has always attached special importance to promoting the local economic development in association with well realizing social welfare policies. Hence, provincial Steering Board for Poverty Reduction will continue effectively implementing support policies for the local poverty reduction; create favorable conditions for the poor to get access to basic production and social services, helping them rise up. The province will strive to have a 1.5%-2% reduction in the number of poor households annually; ensure 100% of poor and poor-near people to be provided health insurance cards and free medical check-ups; get 100% of pupils who are the offspring of poor households with school fee exemption and reduction; have 100% of poor households with training on agro-forestry and fishery promotion and transfer of sci-tech advancements in production.
Also according to Mr.Binh, the province’s vocational training project in association with job generation for laborers will be made by many concrete programs. This effort will help laborers belonging to poor and near-poor households or disable people to rise up in life. Besides, the province will boost infrastructure investment, build up the new rural model; further mobilize organizations and individuals to build and donate compassion houses to poor and near-poor households…
