Early August 17, provincial Steering Committee for Covid-19 Prevention and Control’s Information and Communication Subcommittee held a press conference on the local Covid-19 prevention and control. According to a report by the Information and Communication Subcommittee, Binh Duong is continuing strictly implementing the Prime Minister’s Directive No.16. During this time, the province has carried out 9 groups of key solutions and mobilized all forces, taking advantage of the golden time to control the pandemic. At the press conference, press agencies had many questions on the local solutions against the pandemic in the coming time; social welfare policies for people when the province prolongs the period of social distancing; the role of the 1022 hotline system; the receipt and treatment of patients; the plans for businesses to resume operations; the issues of bringing workers home, making home isolation for F0 cases…
The overview of the press conference
Responding at a press conference about a case in which a man died at home after five medical facilities in the province reportedly refused to provide him with emergency care, Colonel Tran Van Chinh, Deputy Director of provincial Police Agency said that the case is now under investigation. The province’s point of view is to handle strictly, not to cover up violations. Whilst, Dr. Nguyen Hong Chuong, Director of provincial Department of Health said that the local health sector has directed medical facilities in the province to perform examination and treatment of Covid-19 patients while receiving and providing healthcare for patients with common diseases. Currently, many medical facilities in the province are overloaded, due to increasing COVID-19 infections. The local medical workers were under high pressure due to the pandemic. Some frontline medical staff and doctors have been infected with Covid-19 pandemic. The local health sector is promoting solutions such as carrying out large-scale testing, increasing treatment capacity, and actively vaccinating people...
In terms of social welfare activities, Pham Van Tuyen, Deputy Director of provincial Department of Labor - Invalids and Social Affairs (DoLISA) said that as of now, the province has spent more than VND 194 billion for 162,000 applications for support. The implementation of social welfare support packages for employees who have stopped working at companies is still limited because social distancing is being implemented across the province. Provincial DoLISA is promoting online connection with businesses affected by the pandemic, as well as workers who have lost their jobs, stopped working... to speed up the process of payment.
Regarding the situation of Covid-19 infection among workers, Bui Minh Tri, Head of provincial Industrial Parks’ Management Board said that through two rounds of Covid-19 testing among workers, the rate of infection among workers has decreased significantly, accounting for only 0.155% of total. Currently, there are 291 enterprises applying to withdraw from the "3 on-site" and "1 road, 2 locations" production models.
Don't let any people go hungry
Speaking at the press conference, Mr. Thao said that the province has made many efforts in Covid-19 prevention and control activities, but there are still some shortcomings for change. Provincial leaders wanted that the local press agencies will further accompany the province in mobilizing the strength of the entire people to participate in the fight against the pandemic, especially in propagandizing and mobilizing people to strictly follow the Prime Minister’s Directive 16.
Regarding the issue of taking workers back to their hometowns, Mr. Thao hoped that the local press agencies will disseminate the content of “stay where one is”. The province is determined not to let any people go hungry. He also affirmed that the province’s distribution of vaccines against Covid-19 always ensures the principle of fairness in accordance with the criteria of giving priority to high-risk areas, subjects under the Government’s Resolution 21 and workforce at enterprises implementing the “3 on-site” production model.
In terms of social welfare packages, the province is determined to complete payments for targeted groups by the end of August. Currently, the support force for the province is about 4,000 people, but their working time is coming to an end. The province has also mapped out a strategy to promote on-site resources, mobilizing civil servants to participate in Covid-19 prevention and control. Initially, the province will work with the Ministry of Health and other provinces and cities to maintain support forces in treatment of the local Covid-19 patients.
For production-business, the province has continued attaching special importance to safety under the "3 on-site”. For safe enterprises, the province will conduct classification to ensure production supply chains. The province is also ready to suspend operations for enterprises that have registered to carry out the “3 on-site” production model, but do not ensure safety in order to avoid infection in industrial parks.
Mr. Thao affirmed: “Currently, the whole political system of the province is determined to fight the pandemic with the highest spirit. The province will basically control the pandemic, lock down the "red zone", expand the safe "green zone", gradually bring production and business activities back to the new normal state in early September.
