Provincial People’s
Committee, on September 24, held a conference to thoroughly grasp the Politburo’s
Directive No.20-CT/TW dated November 5, 2012 on strengthening the Party leadership
in child-care, education and protection in the new situation; implement
provincial Action Program for Children in the 2013 and 2020 period. 
Accordingly, provincial Party Committee has instructed the local Party organizations at all levels, sectors, mass organizations and press agencies to extend the above directive. Provincial People’s Committee has also issued the Decision No.148 dated January 11, 2013 on approving provincial Action Program for Children in the 2013 and 2020 period. The objectives are to build up a healthy and friendly living environment to better realize children’s rights; step by step narrow the gap about living standards among children groups; improve the quality of life and make chances for equal development to all children; fulfill a target on pre-school universal education for children under five in 2013; reduce the ratio of children with extremely difficult circumstance to below 5.5% in 2015 and 5% in 2020; get 80% of disadvantaged children with the society’s help in 2015 and 85% in 2020; have 50% of communes, wards and townships with standard recreational areas for children in 2015 and 55% in 2020…
On this occasion, provincial People’s Committee awarded the certificates of merit to 30 communes, wards and townships that met standards suitable to children in the 2011 and 2012 period.
