Provincial Police strictly handles overloaded and oversized vehicles

Recently, the Traffic Police of the Provincial Police have increased supervision and implemented professional measures to monitor soil and rock mining sites. They are also strongly penalizing vehicles that violate size and overload regulations. As a result, the issue of overloaded trucks and violations of cargo size is now effectively under control according to the authorities' assessment.

Lieutenant Colonel Nguyen Van Trong, Captain of the Road Traffic Police Team of the Provincial Traffic Police Office, stated that the Traffic Police force has been actively implementing the project to control the load on decentralized routes, following the direction of the Provincial Police Department's Board of Directors. The force has conducted random spot checks to identify violations of oversize, overload, and vehicle body extensions at land lots, quarries, and various roads. Professional measures have been employed to significantly reduce the number of overloaded and oversized vehicles. In cases of cargo bed extension violations, the Traffic Police have required vehicle owners to remove the extension at their own cost. If the vehicle owner fails to do so, the Traffic Police force will remove the extension, and the vehicle owner will bear the expenses. Vehicles found in violation will be reported to registration centers and will not be registered if they exceed the original registered size.

Meanwhile, Lieutenant Colonel Nguyen Minh Tan, Deputy Chief of Ben Cat City Police, said that there are many industrial parks in the city, so the Traffic Police force has tightened inspection of overloaded vehicles. Currently, shippers often use the form of contracted shipments, so some drivers intentionally carry more than the vehicle's prescribed weight to reduce the number of trips, but this is a violation of the law and poses many potential traffic safety risks. In the first 6 months of 2024, through patrols and controls, the Traffic Police force discovered 91 cases of overloading, 19 cases of oversized cargo, 29 cases of expansion violations and strictly punished them according to regulations. According to the assessment of Ben Cat City Police, the traffic police force regularly patrolled and controlled traffic, this detected violations and drivers could not be able to use tricks or avoid inspection because they have to deliver and pick up cargoes on time. Along with patrolling and penalizing, the City Traffic Police Team also organized propaganda and signed commitments with vehicle owners and drivers of transport businesses in the area.

Organize propaganda, sign commitments

Nguyen Van Tu, Chief Inspector of Provincial Department of Transport, said that in order to strengthen traffic safety and order on roads, recently, the Department of Transport Inspectorate has coordinated with the Provincial Traffic Police and armed forces to increase inspections at the Mobile Vehicle Weight Inspection Station located at Km15+503 of DT749B Road (Minh Hoa Commune, Dau Tieng District). In July, the team inspected 229 vehicles and identified 4 cases of overload violations, resulting in penalties. The assessment indicates that the implementation of high fines and temporary suspension of driving licenses has significantly improved compliance among drivers. Currently, overloading cases range from 10% to 20%, without the previous 50% overloading instances.

Lieutenant Colonel Tran Phuong Toan, Deputy Head of the Traffic Police Office under the Provincial Police, said that implementing the plan of the Ministry of Public Security, the Director of the Provincial Police on the issue of overloaded goods and expansion, the Provincial Traffic Police force has increased random checks to prevent drivers from informing each other to dodge the authorities. Thereby creating positive changes in awareness and compliance with traffic laws among drivers and vehicle owners. In addition to patrolling and controlling, the Provincial Traffic Police Department directed the task force to grasp the situation; update information of routes for transporting goods, construction materials, ports, areas and types of vehicles to strictly handle violations of overloading and expansion.

“In order for vehicle owners and drivers to strictly comply with the regulations on transporting goods with the correct weight, the provincial Traffic Police will continue to organize propaganda and mobilize businesses and vehicle drivers to sign a commitment not to load or transport goods with excess weight or size limits. At the same time, the Traffic Police will strictly handle violations of the commitments to enhance deterrence and prevention," emphasized Lieutenant Colonel Tran Phuong Toan.

Statistics from the Provincial Traffic Police Department show that in July, the Provincial Traffic Police conducted 1,370 patrols with more than 8,660 officers and soldiers participating, detecting more than 14,570 vehicle violations and imposing fines of more than VND34 billion 378 million. Of these, there were 160 cases of transporting goods exceeding the vehicle's weight, 49 cases of transporting goods exceeding the vehicle's size, and 154 cases of arbitrarily changing the vehicle's structure and size.
