Provincial Social Insurance Agency makes efforts for social welfare

According to statistics from provincial Social Insurance Agency, as of late 2023, the number of enterprises temporarily suspending operations or waiting for dissolution in the province was 750 units with over VND 159.7 billion in late payment, causing a significant impact on the implementation of social insurance, health insurance and unemployment insurance policies. However, thanks to promoting the review and organization of conferences at units, especially the ones that have not yet participated in insurance or had unfull participation, provincial Social Insurance Agency achieved positive results last year.

Achieving and exceeding set targets

Le Minh Ly, Director of provincial Social Insurance Agency shared: "In 2023, some enterprises recovered from the Covid-19 pandemic, but now face new difficulties, due to having a sharp decrease in orders, being difficult to access capital, suffering from high interest rate.... Therefore, many enterprises have to cut staff and liquidate assets to reduce cash flow difficulties. The prices of some essential goods have continued increasing. The lives of some people are still difficult. Many workers have lost their jobs and had working hours reduced, so the increase in one-time social insurance withdrawals has put pressure on the insurance sector”.

In 2023, provincial Social Insurance Agency continued promoting propaganda and implementation of insurance policies

Anticipating the above general difficulties, right from the beginning of 2023, provincial Social Insurance Agency proposed many solutions, including drastically implementing resolutions and documents of the Government, ministries, central sectors, provincial Party Committee and People's Council on tasks and solutions for socio-economic development in 2023 on a monthly and quarterly basis. The unit synchronously and actively coordinated with relevant departments, sector, mass organizations and authorities at all levels in implementing and organizing the implementation of legal policies on social insurance, health insurance, and unemployment insurance. As a result, provincial Social Insurance Agency achieved and exceeded the set targets compared to 2022 with total revenue reaching more than VND 26.75 trillion, or 100.08% of the yearly plan assigned by Vietnam Social Insurance and up 3.79% (equivallent to VND 976 billion).

In addition to synchronously implementing solutions and deploying various types of insurance to the local people, provincial Social Insurance Agency promoted the review and organization of conferences at units, especially the ones that have not yet participated in insurance or had unfull participation. The agency also promoted propaganda about the Insurance Law and the benefits of each insurance group to each unit, family and individual. In 2023, 1,037 units with more than 103,000 employees participated in the customer conferences of the agency.

Along with that, provincial Social Insurance Agency coordinated with the local police agency in collecting late payments  on social insurance, health insurance, and unemployment insurance for 494 units with 12,374 laborers. The total amount of late payment was VND132.8 billion. The agency recovered VND74.1 billion or  55.82% of total. The agency also coordinated with provincial Department of Labor, War Invalids and Social Affairs, Labor Union and Industrial Parks’ Management Board to invite units that were slow to pay social insurance, health insurance, and unemployment insurance premiums to provincial Social Insurance Agency to work weekly to urge and remind them to pay insurance premiums...

Digitalization in management promoted

To ensure the local social welfare, in 2023, provincial Social Insurance Agency received and resolved 1,320,839 cases enjoying policies on social insurance and unemployment insurance promptly in accordance with regulations, reducing 138,808 cases compared to the same period of 2022. Provincial Social Insurance Agency also carried out inspection tours of payments on pension, monthly social insurance benefits, one-time social insurance benefits and management of social insurance beneficiaries at 83 payment agents in the postal system, reaching 100% of the yearly plan. Through these inspection tours, the agency promptly corrected shortcomings while requesting the post office to set up solutions to strictly manage monthly social insurance beneficiaries in each area, avoiding incorrect payments.

The promotion of digitalization in management, exploitation, and reform of administrative procedures was carried out synchronously by provincial Social Insurance Agency. Currently, the whole province has 19,638 out of 19,647 units under management conducting electronic transactions with the social insurance agency, reaching 99.95% of total (an increase of 9.31% compared to 2022). There are nearly 1 million people registerimg for personal electronic transactions through the use of VssID software - digital social insurance, reaching 46% of total. Provincial Social Insurance and its units at district level have continued implementing solutions for implementing electronic transactions. Currently, all administrative procedures of Vietnam Social Insurace that are eligible have been provided full online public services. These services are provided on such forms as Vietnam Social Insurance Service Portal, National Service Portal, VssID Application, IVAN organization.

Mrs.Ly said that under the direction of Vietnam Social Insurance on reform of administrative procedures, in general, provincial Social Insurance Agency’s reform of administrative procedures has achieved relatively high results, contributing to completing assigned targets. The work of controlling, amending, supplementing and reducing administrative procedures is carried out regularly by provincial Social Insurance Agency, ensuring that it meets management requirements and is simple and easy to implement, creating favorable conditions for organizations and individuals.

In addition, provincial Social Insurance Agency is piloting the online work schedule system (from November 2022), creating favorable conditions for people, businesses and social insurance agencies. As of now, there have been more than 20,621 cases of booking online work schedules with the social insurance agency. Provincial Social Insurance Agency is piloting fingerprint biometrics based on chip-attached citizen identification cards for people when submitting applications, thereby ensuring that the owner submits the application, limiting and preventing profiteering when receiving social insurance benefits, with the use of information and documents integrated on VneID in the process of receiving documents and returning administrative procedure results. As of late December 2023, the whole province had 2,024,104 health insurance cards integrated/authenticated by the social insurance agency with citizen identification numbers/personal identification numbers, 100% of medical examination and treatment facilities by health insurance performed the task of looking up information on health insurance cards via chip-based citizen identification cards.

In 2023, the number of people participating in compulsory social insurance was 1,061,394, reaching 101.98% of the year's plan, increasing by 2.1% compared to 2022. There were also 18,066 people joining in voluntary social insurance, reaching 104.03% of the year’s plan, increasing by 66.58%; 1,042,627 people with unemployment insurance, reaching 102.02% of the year’s plan, increasing by 2.18%; 2,550,880 people with health insurance, reaching 100.12% of the year’s plan, increasing by 4.17%. The coverage rate reached 92.09%, 0.09% higher than the target assigned in the Prime Minister’s Decision No. 546/QD-TTg dated April 29, 2022.
