After 10 years of implementing the project of rural vocational training, the ratio of employed labor force in Thuan An city has surpassed the projection. Rural vocational training quality in the city has dramatically been improved. Rural vocational training has contributed to create jobs to thousands of workers and improve their lives.

Rational results
Implementing Decision No. 1956/QD-TTg of the Prime Minister approving the project of "Vocational training for rural laborers until 2020”, in 2010, Thuan An city established a steering committee for the implementation of the project. In 2012, local People's Committee issued a decision to re-establish the steering committee; moreover, the work of consolidating the entire steering and administration system and the system of advisory agencies assisting the organization and management have also been performed.
Annually, Thuan An city People's Committee directs its branches and unions to coordinate with local vocational institutions and the Vocational Training Management Division of Binh Duong provincial Department of Labor, Invalids and Social Affairs to organize training sessions on jobs for rural laborers; thereby, cadres are qualified to better grasp and understand information and policies on vocational training. As a result, in 2010 - 2015, the total number of rural laborers following vocational training according to the plan is 549; in which, the group of non-agricultural occupations is accounted for 549 people, the rate of trainees having jobs after training course is 100%.
In 2015 - 2020, the total number of rural laborers following vocational training according to the plan is 1,030; in which, the agricultural group is accounted for 21 people, the rest is the non-agricultural occupation group. Percentage of trainees having jobs after training reaches 100%. It has been estimated that the implementation of this work in the city in 2020 is accounted for 375 people; the rate of trainees having jobs after training will reach 100%. The trained occupations include flower arranging, party cooking, hair stylist designing, makeup and so on.
Training by trainees’ demands
From the implementation results of the project of "Vocational training for rural laborers to 2020", a number of effective models in terms of socio-economic development, suitable for the locality and being replicated, have been formed. A greater connection between vocational training and post-training employment has been formed, contributing to the industrialization and modernization of agriculture and rural areas.
Concurrently, the vocational training program has promoted the application of science and technology in production and business operations. Trained workers have many opportunities to find new jobs, increasing the number of employees every year and ensuring local socio-economic development orientations. A typical example is the family of Nguyen Thi Hai Yen on Binh Dang street, Binh Hoa ward. After being trained in cooking and practicing cooking, Yen has applied it to her daily work, namely, accepting cooking for a company. This work has helped her to have a monthly income of VND 7 million. Thanks to this, her family life is now more stable.
In addition, at Binh Hoa ward, a cooking cooperative group established 5 years ago with 12 members is led by Nguyen Thi Ngot. All team members are vocational trainees from vocational training courses. In the cooperative group, the members could earn more than VND 56 million dong a year, supplementing the main income of the family.
Nguyen Van Nam, Head of Labor, Invalids and Social Affairs Department of Thuan An city, said that over the past years, he has received the attention and direction of Party committees and authorities at all levels. Vocational training for rural laborers has initially created a positive change in awareness and management of all levels, sectors, socio-political organizations and workers of the role of vocational training associated with quality improvement, meeting the requirements of local economic development. The system of documents directing and guiding the implementation of the project was issued relatively sufficiently and promptly. After 10 years of implementing the project, the percentage of rural laborers having jobs after vocational training course exceeded the planned targets. The quality of labor in the locality has significantly been improved. Vocational training for rural laborers has contributed to help thousands of workers get their jobs and improve their family lives.
Nam added that for the time to come, Thuan An city continues to improve the quality and efficiency of vocational training courses, job creation, and income growth for rural laborers, in response to the socio-economic development plan of Thuan An City; defining the tasks and enhancing the role and responsibility of departments and mass organizations of the city and People's Committees of communes and wards in developing the local labor force. The city focuses on vocational training for rural laborers who are displaced by investment projects of planning industrial zones and clusters, urban residential areas, laborers of poor households, policies, people with meritorious services to the revolution and rural laborers in the city to have their vocational training needs matched the current situation.
