Reducing GHG emissions contributes to sustainable development

To achieve the goal of net-zero emissions by 2050, Binh Duong province has been actively implementing a variety of programs and plans to reduce greenhouse gas (GHG) emissions, protecting the environment.

Significant achievements

In recent years, Binh Duong has developed and issued action plans for reducting GHG emissions and combating climate change, integrating these objectives into the province’s strategic planning for the period of 2021-2030 with a vision toward 2050. The province has also rolled out plans for grassroots-level inventory about GHG emissions… Thanks to determined leadership and active participation from businesses and the community, Binh Duong has made notable progress in GHG emission reduction efforts. Many businesses have proactively implemented measures to reduce GHD emissions, working toward carbon neutrality by employing energy-saving practices, utilizing renewable energy, selecting environmentally-friendly raw materials, recycling, reusing waste, improving production technologies and embracing cleaner, more sustainable production methods.

The investment in a compost production plant by Binh Duong Water - Environment Corporation, with the daily capacity of 1,680 tons, significantly contributes to waste management and GHG emission reduction in the province

Currently, numerous businesses in the province are increasing their use of solar power, getting involved in cleaner production methods, modernizing technology to reduce waste and recycling packaging materials… Some businesses have been investing in GHG emission reduction projects towards Net-zero throughout the production chain. For example, Denmark's LEGO Group is building a carbon-neutral factory in the Vietnam-Singapore Industrial Park III, aiming for zero carbon emissions. SEP Group (Korea) plans to invest more than US$200 million to establish a carbon neutral industrial complex specializing in the leather shoe industry and Carbon reduction infrastructure on an area of ​​180 hectares in Phu Giao district. AB InBev brewery in Vietnam-Singapore Industrial Park II-A operates a solar energy system generating 840,600 kWh per year, which covers about 20% of its annual electricity consumption... To date, the province has 4,069 solar power projects with a total installed capacity of 775,916 kWp…

Regarding the urban sector, The Habitat luxury apartment project in Thuan An city was awarded green building certification (EDGE) by the International Finance Corporation (IFC). In terms of transportation, Binh Duong has put a Tokyu bus system using clean fuel (CNG) into operation. Regarding the agricultural sector, the whole province currently has 4 high-tech agricultural parks, creating high-quality, safe agricultural products, minimizing environmental pollution and reducing GHG emissions.

In terms of environmental management, Binh Duong has changed its solid waste treatment technology from sanitary landfill to waste incineration with energy recovery and compost production. The province has also taken steps to increase waste collection rates and connect to the local wastewater treatment system. So far, Binh Duong has invested in four urban wastewater treatment plants and a compost making plant with a capacity of 1,680 tons per day to recycle domestic waste and a waste-to-energy incineration plant with a capacity of 4.6 MW (handling 200 tons of waste per day). Binh Duong has also invested in a heat recovery system for waste incineration with a 5 MW capacity and another from landfill heat recovery with a 1,600 KVA capacity…

Compliance with regulations on GHG emmission inventory

According to the Government’s Decree No. 06/2022/NĐ-CP dated January 7, 2022 on GHG emission reduction and ozone layer protection, facilities emitting 3,000 tons of CO2 equivalent or more annually are required to conduct GHG emission inventory. This applies to thermal power plants, industrial production facilities with annual energy consumption of over 1,000 tons of oil equivalent (TOE), transportation companies with fuel consumption of over 1,000 TOE, commercial buildings with energy consumption of over 1,000 TOE and solid waste treatment facilities with the annual processing capacity exceeding 65,000 tons.

Nguyen The Tung Lam, Deputy Director of provincial Environmental Protection Agency stated that Binh Duong will focus on organizing GHG emission inventory and implementing measures on GHG emission reduction for enterprises on the Government’s list for GHG emission inventory; encourage businesses to implement solutions on saving energy and reducing GHG emissions such as using renewable energy (solar power), biomass energy (using Biomass fuel to replace fossil fuels); using environmentally friendly materials; recycling and reusing waste... Developing forest areas and developing green tree systems in industrial parks, residential areas, urban areas... is also one of the important solutions to help reduce GHG emissions in the province.

As part of Binh Duong’s 2021-2030 strategic plan with a vision to 2050, the province will implement a roadmap in all aspects to achieve net-zero emissions by 2050, rigorously enforcing regulations on GHG emission reduction and inventory for businesses; set up and implement a program on carbon reduction; guide facilities to realize regulations on GHG emission reduction, adapting to climate change.
According to provincial Department of Natural Resources and Environment, inventory results show that the total volume of GHG emissions in the province in a year is equivalent to 20,000 tons of CO2. The province's GHG emissions account for about 4.7% of the country's total emissions.
