In the afternoon of July 1, Mr. Nguyen Hoang Thao, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired a meeting to listen to the Department of Education and Training's report and proposal to stipulate the level of support for early childhood education submitted to the meeting of the provincial People's Council. Attending the meeting were Mr. Mai Hung Dung, Standing Member of provincial Party Committee and Standing Deputy Chairman of provincial People's Committee, Mr. Nguyen Loc Ha, Standing Member of the provincial Party Committee cum Deputy Chairman of the provincial People's Committee.
According to the proposed content, the level of policy support for the development of people-founded and private preschool education in industrial parks, where there are many laborers, will be provided with facilities once. The supporting amount is VND 20 million an independent preschool education institution. The subsidy policy for preschool children who are children of workers working in industrial parks contracted by enterprises according to regulations are supported with VND 160,000 a child a month. The supporting term is calculated according to the actual number of months of schooling but not more than 9 months per school year.
Policies for preschool teachers working at people-founded and private preschool education institutions in the areas where the industrial parks are located, which have been licensed by competent authorities to establish and operate in accordance with regulations in the areas where there are the industrial park, must satisfy the conditions for meeting the standard qualifications for training the title of preschool teacher as prescribed. They must have labor contracts to directly care for and educate children in a group of children/kindergarten where 30% of children are children of workers or workers working in industrial parks. Kindergarten teachers who meet the above-mentioned conditions are supported by VND 800,000 a month. The supporting period is calculated according to the actual number of months of teaching in a school year. This level of support is outside the salary agreement between the owner of the people-founded and private preschool education institution and the teacher and does not use the calculation of social insurance, health insurance and unemployment insurance contributions.
Speaking at the meeting, Mr. Nguyen Hoang Thao agreed that beneficiaries in industrial parks and clusters would comply with Decree 105/2020/CP dated September 8, 2020 of the government. The benefit level for preschool education institutions is raised to the range of VND 30 to 40 million. For preschool children who are children of workers working in industrial parks and clusters, the support remains at VND 160,000 a month.
