Motorbikes, cars, trucks and other motorized vehicles in Vietnam will be required to pay a road-use fee beginning June 1 to provide funds for road maintenance.
Sixty
five percent of the fees collected for cars will go to a central fund and 35
percent to local funds, while. all motorbike fees will go to the local funds in
the locality where they were registered.
The central fund will be used to maintain the national road system and local
funds will be put towards maintaining provincial, district and commune streets
and roadways.
Road Administration Deputy Chairman Nguyen Van Quyen said all current State fee
collection stations will be gradually phased out, except those operating under
a Build, Operate and Transfer (BOT) contract.
Quyen said the Ministries of Transport and Finance are working together to
prepare fee invoices for every registered vehicle owner by next week.
The Transport Ministry previously proposed that road-use fees for cars will
range from VND180,000 to VND1,440,000 per month, payable by purchasing a
quarterly or annual ticket. Motorbikes will pay a single installment of
VND80,000 to VND150,000 per year.
Car owners can pay their fees at registered centres while motorbike owners will
pay their fees at collection offices designated by local authorities.
The Ministry of Transport has estimated about VND6 trillion will be collected
every year through road-use fees which, when added to the current State budget
for road maintenance, will cover 80 percent of the necessary funds.
It also calculated that the State budget for maintenance will be reduced after
two years and, after 12 years, the fund will cover all of the money required
for road maintenance.
