According to experts, 3-side cooperation of the authority is the key to reforms and development of intellectual economic and social development. Education institution is the foundation for intellectual society by assuring high quality human resources and encouragement of new models of production and introduction of intellectual economy. By which, the roles of education institutions in industry are the development stimulation for new (starting-up) enterprises through researches of knowledge value. In the meantime, the companies develop their training and qualification enhancement of their staffs by joint ventures and activities similar to universities.
Education institutions hold vital role in reforming by expansion of teaching and researching tasks with focus on socio-economic development. An enterprise-orienting education institution includes 4 main matters of strategic vision, resource management, technology transfer, and business-like managers teachers, and students.
A university is a natural field for teachers and students to start new projects by sufficient time, space, political and physical assistance, and intellectual and commercial factors. Biotechnology is the best example for this. Besides, education institutions have become suppliers of technology, human resources and knowledge. Aside from supplying new ideas for current enterprises, the education institutions are capable of supplying researches and teaching of scientific advancement to creation of new enterprises. The education institutions have also extended their education to individuals and establishment of organizations within education programs.
Under Binh Duong Navigator 2021, the secondary role of education has surprisingly been transformed to vital in a modern social institution. As a result, the intellectual industry in a modern society shall become side by side with heavy industries.

The 3-side cooperation model offers generation of knowledge and new technologies at a level where capacity of universities and education institution has become as important as a part of the model of economic reforms or new economic activities based on such development of labs within universities and enterprises. Up to date, over 30,000 enterprises, 8 universities, 1 college, 9 professional junior colleges, and 59 vocational institutions are residential in Binh Duong Province to supply human resources locally. Currently, majority of universities in Binh Duong Province focus more on education than on researches. To create international competition environment in the future when researches and creativity hold the key to development, universities in Binh Duong Province should be heading forward to master and doctorate training in the fields of industrial development and services. The mobilization of human resources by international cooperation shall be helpful for universities seeking for funding and construction of their curriculum by ABET or AACSB and higher standards to constantly improve education and their very ranking in the world.
To meet requirements of reality skills and experience of current and future market, the connection of vocational training to universities and companies within the organizations shall enforce internship at all education level to experience real working environment prior to graduation.
