That was the directing speech of Mr. Nguyen Hoang Thao, Standing Deputy Secretary of the Provincial Party Committee at the meeting to check the prevention and control of the Covid-19 epidemic in Thuan An city in the morning of August 16. Accordingly, Mr. Nguyen Hoang Thao suggested that in the coming time, Thuan An city should continue to tighten and strictly implement social distancing according to Directive 16 of the Prime Minister; it should focus all resources on attacking "high-risk areas" to gradually clean up and establish "safe blue zones" towards controlling and repelling the Covid-19 epidemic.
To gradually clean up “red zones”
Mr. Nguyen Thanh Tam, Chairman of Thuan An city People's Committee, said that since the beginning of the 4th epidemic wave, the city has recorded a total of 13,974 cases of F0. Through a large-scale testing campaign (phase 1) for over 80% of the population, the city recorded about 1.69% of the population infected with Covid-19, mainly concentrated in the "red zones". Currently, the city has used up the capacity of 4 treatment areas with a maximum treatment capacity of 500 people. Since the beginning of the 4th epidemic wave, the on-site Covid-19 patient treatment facilities have cured 540 Covid-19 patients.

In order to soon establish "safe blue zones", Thuan An city, over the past time, has organized 2 large-scale Covid-19 screening tests. On such basis, the city assessed the level of risk and took corresponding administrative measures in Covid-19 prevention and control; thereon, it analyzed, judged, accurately grasped the situation, subdivided areas to the base and soon implemented professional measures to clean every alley and neighborhood. Areas that are set up as "safe blue zones" will then be locked down to be protected and minimize the risk of re-infection with Covid-19.
“With the desire to soon control the epidemic situation, Thuan An city has, in these days, mobilized the entire political system and socialization resources to urgently and drastically deploy measures of Covid-19 prevention and control like focusing forces on large-scale Covid-19 screening in the direction of prioritizing very high-risk and high-risk areas and effectively put into operation the concentrated quarantine areas of people infected and suspected of being infected with Covid-19; to establish and maintain the operation of disease control checkpoints and mobile patrol groups,” said Mr. Tam.
Continual tightened social distancing
Noting the opinions of the locality, Mr. Nguyen Hoang Thao suggested that in the coming time, Thuan An city should continue to maintain good social distancing activities. For areas in "very high-risk areas" and "high-risk areas", social distancing needs tightening to limit illegal movement of people. In order to support the city to well implement social distancing, the provincial Standing Deputy Secretary of the provincial Party Committee said that this week the province will have a meeting to discuss, consider and plan to mobilize additional armed forces including police and army from "blue zone" localities to increase aid. In addition, the city also needs to have a plan to reorganize working groups to achieve the highest efficiency in organizing disease control checkpoints, mobile patrol and inspection teams.
Mr. Nguyen Hoang Thao also suggested that in the coming time, Thuan An city should focus on reorganizing the work of statistics, information and data, accurate and comprehensive analysis and assessment of disease prevention and control. The city needs to review the organization of "3 on the spot" production. Businesses that do not guarantee are required to stop operating. The city also needs to step by step review, reorganize and restructure the hostel system in the direction of epidemic safety by acting as a bridge to help businesses and accommodation businesses negotiate and work together to build a "3 blue" production model including workers, factories, and hostels; to well perform the management of the movement of workers from the hostels to the factories and vice versa.
In order to support Thuan An city to well perform the work of tracing and screening Covid-19 in the area, Mr. Nguyen Hoang Thao said the province has agreed on the policy and will soon increase aid for Thuan An city and Tan Uyen town to add about 1,400 volunteers. Of the 250,000 doses of vaccine that the Ministry of Health is expected to allocate to Binh Duong in the near future and in addition to the 50,000 priority doses given to frontline forces fighting the epidemic in localities, the province will give priority to most of the "red zone" localities."
Regarding the problem of applying for support to admit F0 of Thuan An city, Mr. Nguyen Hoang Thao said that currently the F0 treatment receiving points in the province are basically full and forced to wait for the completion of treatment areas before receiving more F0. Therefore, the city needs to proactively plan on the spot, based on the actual health status of people with Covid-19 to come up with an appropriate treatment plan. For those who are in good health and have no symptoms, the locality may consider quarantine for on-site treatment.
