Solution of staff downsizing effective?

Policy of downsizing payroll (TGBC) enables agencies and organizational units in the province in terms of personnel classification in accordance with local practice and improve the quality of state management apparatus.  Central surveying team is on a working session in Binh Duong Province Director of the Department of Home Affairs, Mr. Mai Son Dung summed up results made by provincial downsizing policy from 2008 until the end of 2011.There are 364 officials and public servants offered with policy settlements in the province. "Overall, downsizing policy should be open and democratic to address the right audience, in accordance with policy provisions. So, there is no case of any questions or complaints.Downsizing of staff policy in recent years has created conditions for the agencies and organizational units in the province to classify personnels in accordance with local practices in order to improve the quality of state management apparatus," Mai Son Dung said. Through the practices, downsizing staff policies help to raise up the professional level of civil servants, cadres, and officers. Thanks to the policies, the agencies and units have been simplified in the apparatus state management. The problem is how to apply staff downsizing policy in harmony, especially with the official units and it is difficult to attract qualified real, trained, and regular staffs. At the recent meeting with the Central Division of surveys, many provincial leaders have proposed solutions for the implementation of policies to achieve highest efficiency.Vice Chair of Thuan An Town People's Committee, Mrs. Huynh Thi Thanh Phuong shared that to make the policies consistent and effective, we need voluntary participation of civil servants, cadres, and officers meeting the skills and capabilities in organizational structure. Deputy Chair of Di An Town People's Committee, Mr. Vo Van Minh shared that actual quantity of young staff of Di An under 30 is low.Therefore, to implement staff downsizing policies, there should be clear, fair, and objective evaluation criteria. Mrs. Nguyen Thi Nguyen, Deputy Director of the Department of Home Affairs commented that through factual researches quantity of civil servants, cadres, and officers are now both excessive and insufficient. The excessive quantity was due to perplexed allocation of personnels to work positions. "In my opinion, when the downsizing policies are implemented, they shoud be harmonious, rational and to identical for specific functions and duties of each staf to reach higher efficiency," Nguyen said. Talking about solutions for staff downsizing policies, Vice Chair Huynh Van Nhi of Provincial People's Committee said that the current staffs of civil servants, cadres, and officers have met the standard and contributed to stable operations, the dynamics of the organization; however, requirements have not been med in some of the positions.
