Spreading “Digital Literacy for All" movement

Today, digital transformation has become an essential part of people’s lives. However, for a considerable segment of the population, especially the elderly, workers, small traders and farmers, the concept of "digital skills" remains vague and even intimidating. Understanding this, Binh Duong province has launched the “Digital Literacy for All” movement, a revolutionary learning initiative for the digital age, putting citizens at the center and ensuring that no one is left behind.

At the end of April, quarters and hamlets across the province simultaneously kicked off the “Digital Literacy for All” campaign. This movement is designed with a practical, easy-to-understand and easy-to-follow approach. Citizens are under the step-by-step guidance on how to install the VNeID app, look up personal information, use digital signatures, conduct public administrative transactions, make electronic payments…

Nguyen Thi Minh, Head of quarter 3 in Thu Dau Mot city’s Phu Cuong ward  shared that the locality will offer free “Digital Literacy for All” classes in the evenings or on weekends right in residential areas. Youth Union and Women’s Union members will be assigned to support local residents step by step. Each session lasts only about 30 minutes and is taught with illustrated videos, making it accessible to everyone. Participants will learn how to check agricultural product prices, receive financial support via e-wallets, avoid online scams and connect with family members via social media.

Meanwhile, Nguyen Hoang Tien, Head of An Son commune’s An My hamlet in Thuan An city believes that the movement is not just about teaching skills, but also is a clear affirmation that digital transformation is the way to shared development. “We are shortening the gap between urban and rural areas, between the old and the young. A civilized, convenient and safe society will start from such small, practical changes”, said Mr. Tien.

A key goal of the movement is to build a “Digital Household” model—where every household has at least one member capable of using technology to help others, spreading knowledge and digital skills. Local authorities are working closely with mass organizations and telecommunications businesses to realize the goal of universal digital skill access for 1.6 million adults in the province by 2026.

The “Digital Literacy for All” campaign is part of Binh Duong's comprehensive strategy to implement the National Digital Transformation Program, with clear targets set by provincial Party Committee. Nguyen Loc Ha, Pernament Deputy Secretary of provincial Party Committee affirmed that Binh Duong is building a comprehensive and synchronized digital society. With the motto of “Fast Implementation – Wide Connectivity – Smart Application”, the province aims at mobilizing the entire political system, embracing the spirit of a digital revolution “going to every alley, visiting every house, guiding every person” to connect people with technology and help every citizen master modern life.

 Strengthening “Digital Network” at grassroots level

This involves building a network of “Digital Ambassadors” to promote digital skills within the community through a mentor–mentee model. Each mentor is responsible for guiding at least five mentees in developing digital skills. Every ward and commune will assign at least one staff to assist and guide residents who lack necessary skills to navigate the online public service portal when handling administrative procedures.

 “Digital Family” movement: Each household should have at least one member actively engaged in learning, with an understanding of digital transformation, digital skills and the ability to use digital platforms and services while also guiding other family members in applying these technologies.

 “Digital Market – Digital Countryside” model: This model trains small traders, farmers and rural residents through a 4T approach (Small Traders – E-commerce – Cashless Payments – Digital Savings), equipping learners with essential digital business skills and technologies.

 “One Citizen – One Digital Identity” model: Ensuring that 100% of citizens aged 16 and above have a digital identity, with support provided to help them install and use the VNeID application and digital banking accounts.

“Community Digital Technology Teams” model: This model aims at promoting the role and enhance the effectiveness of community digital technology teams that have been established as part of the “Digital Literacy for All” movement under  the motto of “reaching every alley, visiting every home, guiding every person”, especially on rural, remote and disadvantaged areas as well as ethnic minority communities, ensuring that all citizens are equipped with basic digital transformation skills.
