Health insurance is considered as a lifebuoy
Implementing policies and goal programs on poverty reduction, over the past years poor and sub-poor households in Binh Duong have enjoyed the province’s new policies and instructions on offering favorable conditions in developing homebased economy or building hi-unity houses and so on.
Especially, in early 2013, the provincial sub-poor households were granted health insurance cards. This special policy has held an important role in people healthcare and been considered as a lifebuoy for sub-poor families. This is a new breakthrough for the province to excel the poverty reduction program in the subsequent years.
In the past, Le Thi Hai born in 1948 in Tan Hiep commune, Phu Giao district was a poor household. In 2012, her family was recognized to escape poverty and to be a sub-poor household enjoying assistance on health insurance card. In early 2013, her family was granted health insurance cards. “Poor families pay less attention to healthcare, so the State’s assistance on health insurance card for us is a very significant deed”, revealed Hai.
“The health insurance card brings interests and is considered as a lifebuoy for sub-poor households”, added Dinh Thi Hong in hamlet 1, Tan Hiep commune, Phu Giao district.
Social welfare policies
The sub-poor will co-pay 20% of their medical cost. “Assistance of health insurance premium for the poor and sub-poor is a right policy, showing the Party and State’s great care for people. As a locality with the rapid socio-economic development, Binh Duong has applied an adjustment on sub-poor line from VND801,000 per capita per month to below VND1,040,000 per capita per month. This adjustment is double from the whole country’s common average line. Overall, with this line, poor and sub-poor households remain some difficulties in approaching healthcare services. Therefore, implementing a policy for newly poverty escaped households in line with Document No.120/UBND-VX dated Jan. 13, 2012 is a suitable measure”.
“Accordingly, subsidy on health insurance premium for the poor and sub-poor is a good deed in conformity with people’s aspiration. This is one of great instructions and policies among the Party and State’s social welfare policies”, said Tan Hiep commune People’s Committee chairman.
“Poor and sub-poor households in Binh Duong have enjoyed many policies. Especially, in early 2013 Binh Duong created a breakthrough on using budget to grant health insurance cards for sub-poor households. This is a right policy, showing local authority’s great attention to local people”. revealed Ninh Quoc Binh, vice director of the provincial department of Labor, War Invalids and Social Affairs.
Until now, Binh Duong has granted 13,179 health insurance cards for sub-poor households, 3,933 of which are for households in Thu Dau Mot city, 2,540 for Thuan An, 2,282 for Di An, 994 for Tan Uyen, 1,583 for Phu Giao, 859 for Dau Tieng and 988 for Ben Cat.
