State President Nguyen Xuan Phuc: Binh Duong needs to further keep "green zone", tightly circle "red zone" and unite to contain Covid-19 epidemic

On the afternoon of July 30, State President Nguyen Xuan Phuc and a delegation from ministries and central sectors had a working session with provincial leaders on the local Covid-19 prevention and control as well as solutions to promote production and business for the rest of the year. Accompanying the delegation were Do Van Chien, Secretary of the Party Central Committee, Chairman of the Vietnam Fatherland Front Central Committee. Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation; Nguyen Hoang Thao, Pernament Vice-Secretary of provincial Party Committee; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee received the delegation.

Rising in difficulty

At the working session, Mr. Minh said that Binh Duong recorded 1,284 new cases on the morning of July 30, bringing the total number of cases in the 4th wave of the pandemic to 11,968. It is forecasted that, the province will have about 20,000 new cases in the next 2 weeks because the province has organized large-scale screening tests on 1.8 million people. After 12 days of implementing the large-scale screening test strategy, 978,647 people were sampled. Among them, there were 10,728 suspected cases, accounting for 1% of total and they are being tested for PCR confirmation. The province is implementing the 7th stage of Covid-19 vaccination in accordance with the allocation of the Ministry of Health with the number of 21,000 doses. The whole province now has 16 Covid-19 treatment areas under the "3-storey tower" model and is planning to build up 20,000 beds.

Binh Duong has also set up more concentrated isolation areas to ensure 50,000 beds and expand to 100,000 beds. All schools in the province have been requisitioned as Covid-19 treatment and isolation areas. Meanwhile, the province has urgently procured 60 more ventilators, oxygen masks, and SP02 SpO2 (saturation of peripheral oxygen) concentration meters and many other medical suppliers for Covid-19 treatment.

To ensure capacity at requirements for Covid-19 prevention and control, production and business maintenance, the province has speedily implemented large-scale testing and returned test results no more than 12 hours. Currently, the province is connecting with other localities to ensure the supply of essential consumer goods, stabilizing the prices of commodities while ensuring social welfare under the Government’s Resolution No. 68 /NQ-CP. The province has asked for the Government to further give support in accordance with the 20,000-bed plan with the additional force of 1,486 doctors and 4,014 nurses, technicians and medical equipment.

Mr.Minh also informed the delegation of the local socio-economic performance over the past 7 months. He said that despite the impact of Covid-19 pandemic, the entire Party, army and people of Binh Duong were united to prevent the pandemic while developing the economy with most targets on economic development on rise.

Excelling at mobilizing organizations, businesses to participate in Covid-19 prevention and control

At the working session, ministries and central sectors said that over the past time, Binh Duong had many drastic solutions to curb the pandemic. Especially, the province got a very good solution in the supply of essential goods for people in the blockade areas, workers in the industrial parks, maintained a system of supermarkets when traditional markets were closed, ensuring the local social welfare.

Mr. Chien said: “I was very touched and sympathized with forces on duty when visiting the second facility of Binh Duong province’s No.1 field hospital. Currently, Binh Duong is excelling at mobilizing organizations, businesses and individuals to offer help to disadvantaged people and workers such as organizing many “Zero dong” supermarkets, implementing urgent relief programs  with a total amount of nearly VND 260 billion. This is a very good result.”

Meanwhile, referring to Covid-19 prevention and control, Deputy Minister of Health Tran Van Thuan said: "Over the past time, Binh Duong well realized the task of taking care of mild, asymptomatic F0 cases in the 1st floor tower and this needs to be promoted. The Ministry of Health has also asked the province to quickly perfect testing equipment and machines, especially continue completing the 500-bed Intensive Care Unit (ICU) center for it and other localities in the southeastern region”.

Regarding security and order in industrial parks, a representative of the Ministry of Public Security said that at present, criminals often take advantage of cyberspace to incite workers so that the province should have strong instructions to this issue amid the complicated developments of the pandemic. A representative of the Ministry of National Defense said that the ministry will continue supporting human and material resources for Binh Duong in the fight against the pandemic. So far, the Ministry of Defense has supported 1,000 troops and is ready to support forces serving field hospitals in Binh Duong and other southeastern localities.

 

Concluding the meeting, President Nguyen Xuan Phuc said that Binh Duong is a province with a large number of workers and has a trading position with other provinces and cities, so the risk of pandemic transmission is very high. Through monitoring the outbreak of the pandemic in Binh Duong over the past 10 days and through warnings about a large and high-speed infection chain with the Detal strain, the President suggested that Binh Duong must observe the social distancing order seriously, reducing the spread of the pandemic.

President Nguyen Xuan Phuc also highly appreciated Binh Duong for taking good care of the lives of people in isolation and blockade areas, making sure that no one is left behind. According to him, the entire political system of Binh Duong, along with the local healthcare sector, police, army and other forces who have worked tirelessly on the front line against the pandemic over the past time. The province should encourage the forces and give timely commendation for them. In the coming time, the province needs to further keep the "green zone", tightly circle the "red zone", unite to curb the pandemic to reduce infections and better perform the task of taking care of workers in the spirit of not letting patients have no medicine or no food.

The local health sector needs to step up testing, mobilize retired doctors and private hospitals in the fight against pandemic. In addition, the province needs to be transparent in communications, calling on people to strictly follow the "5K" message of the Ministry of Health, and strictly handle violations in Covid-19 prevention and control. The President also asked the whole political system of Binh Duong to further unite and join hands to strictly implement measures against the pandemic to continue performing new tasks in the coming time.

On behalf of provincial leaders, Mr. Loi received the instructions of the State President and said that he will quickly concretize them with executive instructions. According to him, it is forecasted that the number of Covid-19 cases in Binh Duong may reach 20,000 or above in the coming days. The province wanted that the State President, ministries and central sectors will further support Binh Duong. In the near future, the province will seriously implement the Prime Minister’s Directive 16, well realize treatment for Covid-19 patients under the "3-storey tower" model, promote vaccination and testing, ensure the circulation of goods, social security and make propaganda so that the local people understand and join hands with the province in the fight against the pandemic. The State President's visit to Binh Duong brought great encouragement to the local forces against the pandemic. The province will unite to overcome the pandemic and build up a more and more prosperous Binh Duong.

Also at the meeting, President Nguyen Xuan Phuc, agencies and units donated VND 16 billion to Binh Duong for Covid-19 prevention and control.
