Strengthening labor safety, fire-explosion prevention among enterprises

Provincial leaders have paid more attention to preventing fire-explosion, labor accidents and occupational diseases. To ensure safety for laborers and help enterprises avoid damage in production and business, the province has attached special importance to propaganda work. The province has also conducted relevant sectors to seek solutions for the above mentioned issues.

Practical activities

As of Dec.31, 2015, the whole province had a total of 22,980 enterprises, including 2,558 foreign invested enterprises and 20,422 domestic invested ones, with 941,925 laborers. Most of them well realized tasks on labor safety-hygiene (LSH) and fire-explosion prevention (FEP).

Relevant sectors last year guided enterprises to hang more than 6,000 propaganda banners on LSH and FEP. Provincial Anti-fire Police Department also held training courses for 1,757 enterprises; carried out 13 anti-fire drills…

Regarding labor safety, the province organized 170 training courses on first aid with 4,104 participants, 2 training courses on labor safety for 133 laborers who take part in transporting dangerous industrial goods; carried out training and granted the certificates of chemical safety to 206 managerial staff; gave training on chemical safety for 2,490 laborers who are regularly in contact with chemicals.

The province also actively made inspection tours on LHS and FEP to 15,694 units. Through the inspection tours, the province gave administrative punishment to wrong enterprises with a total fine of more than 2.1bln.

Removing shortcomings

Despite the efforts by the local administration, the number of labor accidents, fire-explosion and occupational diseases herein was still high. Last year, there were 31 serious labor accidents, 21 fire-explosion cases with a total loss of nearly VND15bln reported in the province. The province also made examinations on occupational diseases for 20,767 laborers at 147 enterprises. As a result, there were more than 1,351 cases with hearing loss and 1 case poisoned by lead.

Ngo Xuan Lam, Inspector of provincial Department of Labor, War Invalids and Social Affairs (DoLISA) said that the main causes leading to workplace accidents in the province over the past time were due to unsafe equipment and violations of labor safety. Whilst, occupational diseases were mainly due to poor working conditions.

Before the existing problems, in 2016, provincial Steering Board of the National Week on LHS and FEP has required relevant sectors to actively carry out activities under the theme of “Enterprises and laborers are actively proactive in carrying out their rights and duties under the Law on LHS”. According to Ho Quang Diep, Director of provincial DoLISA, the above theme aims to call on enterprises and laborers to be proactive in realizing their responsibilities and duties under the Law on LHS while raising their awareness of LHS and FEP, contributing to effectively implementing the National Program on LHS and FEP in the 2016-2020 period.

In response to the 18th National Week on LHS and FEP, Dang Minh Hung, Vice-Chairman of provincial People’s Committee, who is also Head of provincial Steering Board of the week has suggested relevant agencies to boost propaganda work to raise public awareness of prevention of labor accidents, occupational diseases and fire-explosion; strengthen training against labor accidents, occupational diseases and fire-explosion among laborers; inspect, monitor and seriously handle cases violating regulations on LHS and FEP. Enterprises need to create a safe working environment for laborers while taking good care of their spiritual and material lives. Laborers also need to well comply with regulations on LHS and FEP.
