The provincial People’s Committee will hold a conference to launch implementation of Resolution 11/NQ-CP dated Feb. 24, 2011 on controlling inflation and stabilizing macro-economy and ensuring social welfare. However, to excel the plan, the provincial People’s Committee chairman Le Thanh Cung worked with agencies and units to allocate concrete tasks for every unit.
Flexible currency policy is one of measures to control inflation.
Flexibility in currency policy
The local chairman steered that the State Bank of Vietnam’s Binh Duong branch should instruct local commercial banks to launch and excel currency policy flexibly to ensure credit growth and total payment means properly, use tool of interest rate to decrease interest rate… Besides, the chairman asked the branch to cooperate with local Public Security, local department of Trade and Industry and relevant agencies to inspect the implementation of foreign currency change, gold business…
Regarding concrete solutions of the branch, the branch director Bui Van Nu, said the branch has so far launched the implementation of flexible currency policy to 47 local commercial banks and asked the banks to adjust mobilization and lending rates properly. In March, 2011, the branch will hold a conference to launch the local administration’s action plans.
Spending thrift on all areas
The local chairman also asked functional agencies to base on the Government’s Resolution 11 in order to map out measures on inflation control and social welfare stability. Besides, the units should decrease 10% of spending from the State budget and extend stagnant projects to offer capital for health and education projects.
In addition, the chairman requested local Finance department to work with relevant agencies and localities to surge 10% of budget collection, save 10% of spending for the rest months…
Pham Van Hao, director of the local Finance Department asked the local People’s Committee not to add budget out of estimate, excluding improvement of natural calamity, epidemic disease and other urgent cases. Besides, it is necessary to control the State-run businesses’ operation and production expense to ensure goods price and service at the proper level.
To implement measures on market price stability synchronously, the local chairman instructed local Public Security, Taxation Bureau, Market Control and relevant units to prevent and solve violations of selling price…
Support for the poor
To help the poor, the chairman steered the local department of Labor, War Invalids and Social Affairs to re-check the number of local poor households in order to support electricity price of VND30,000 per month for them.
Besides, other measures of granting health insurance cards to the poor, poor students, offering free health check-up and medicines for children under six, building nursery schools for workers’ children… were focused on.
“With available measures, Binh Duong determines to ensure social welfare policy properly in order to improve living quality of the public. However, to excel the measures, units should boost cooperation and promulgation as well as mobilization to implement the Govn’t resolution and local People’s Committee’s plans effectively”, said local chairman.
