Taking good care of policy beneficiaries

 

70 years (08.28.1945 - 08.28.2015) since the establishment, the sector of Labor - Invalids and Social Affairs (LISA) in Binh Duong province has performed well the task of state management in terms of employment, vocational training, labors, wages, social insurance, persons credited with serving the revolution (contributors), social welfare, children protection and care. Among these, poverty alleviation and care for policy beneficiaries are the most striking achievements.

Poor people are taken care well

Ms. La Thi Lang living in quarter 3, Phu Loi ward, TDM City said, her family was a poor household type, had a paralyzed child. Although she is in her new house now, she sometimes thinks that it is a dream to have their own house from January 2015. Phu Loi ward People’s Committee encouraged organizations and units to support VND30 million for building this new house. From now on, her family members can keep their mind on work to improve their life. Ms. Lang’s family was one household receiving “great solidarity” house. During 3 years (2012-2014), LISA sector repaired and built up 973 “great solidarity” houses worth over VND26 billion to poor households.

Ms. Huynh Thi Hong Thu, Deputy Director of Department of Labor, Invalids and Social Affairs, presented gifts to contributors in Tan Uyen town.

Additionally, nearly 80,000 poor and near-poor households were granted loans with a total value of over VND21 billion. Health care for the poor has been also performed well, namely: nearly 137,000 poor persons were granted health insurance; more than 1,000 poor patients with serious illnesses were supported with a total amount of over VND10 billion.

To help children of poor and near-poor households to go to school, during 3 years, more than 158,000 children of poor and near-poor households were exempted from school fees with a total supported amount of more than VND10.5 billion. “My mother died when I was young, my father must bring up my sister and I, our life have many difficulties. Fortunately, we are poor household type of the ward, thus I was exempted from school fees and given books for learning. Due to the love of everybody, I will try my best to learn well and become a teacher to help poor pupils like me”, said Nguyen Thi Lan Anh in An Binh ward, Di An town.

Therefore, Binh Duong has now no poor households according to the Central’s poverty standard. This is a breakthrough of Binh Duong in taking care of poor households.

Policy beneficiaries are warmed up

During the two national resistance wars, thousands of Binh Duong people supported as well as sacrifices their body’s parts, health for the resistances. In peacetime, to pay gratitude to contributors, the province has taken good care of the through practical deeds. Namely, the province disbursed provincial budget and mobilized resources to collect more than VND600 billion for activities taking care of contributors; building 100 gratitude houses, repairing 348 compassionate houses; creating jobs for 4,700 contributors as applicants.

Annually, Binh Duong province give health check-up to 13,500 contributors; organize trips to Hanoi, Con Dao, Phu Quoc… for contributors; pay monthly allowance to 26,700 contributors, one-time allowance to more than 11,500 contributors; buy health insurance for 30,000 contributors. Vietnamese heroic mother Nguyen Thi Nhuong, who lives in Long Nguyen commune, Bau Bang district, has deceased husband, children in wars. She said, her family received gratitude house, monthly allowance, gifts on big occasions… Local leaders usually visit, present gifts to her, and encourage her to live happily with children.

According to Mr. Phung Chi Lap, Head of Contributors Office under Department of LISA, policy beneficiaries and families were happy and touched by attention of local leaders, businesses, and philanthropists. Thereby, policy beneficiaries have developed their own home-based businesses. Currently, 99.61% contributor’s living condition is equal to or higher than inhabitant’s living standard. Among these, there are 1,234 wealthy households, 2,413 above-average households, 3,065 average households, and 26 difficult households.
