Lastly, the Bureau of Technical Application and Development under the Ministry of Science and Technology in cooperation with the local department of Science and Technology held the 3rd national seminar for directors of centers for Technical and Scientific Application with the attendance of deputy minister of Science and Technology Chu Ngoc Anh, vice chairman of local People’s Committee Huynh Van Nhi, reps of functional agencies, leaders of departments of Science and Technology and centers for technical and scientific application nationwide.
At the seminar, participants assessed activities of relevant agencies in implementing conclusion of the 2nd seminar held in 2009, shared experiences with centers through results in 2009 and 2010, debated solutions and orientations to improve capacity of centers in 2011 and the following years.

At present, the whole country has 61 centers for technical and scientific application across central-run provinces and cities with total workforce of 1,018.
The centers are under the department of Science and Technology with the function of selecting, applying and transferring advanced technology and science into production, life and environmental protection. The centers are a bridge between localities and technical and scientific bodies, institutes and universities. Besides, the centers help leaders of departments of Technology and Science cooperate with scientists, institutes, universities to research and apply advanced technology and science into production and life.
From 2009 to 2010, departments of Technology and Science positively built and approved development projects with the total cost of nearly VND1tril. From 2011, the centers will be invested in material facilities to cater for development.
Chu Ngoc Anh asked leaders of departments of Technology and Science to build and cooperate with units to mobilize capital for development. Relevant units should have concerted works of project themed “Improving capacity of centers for technical and scientific application”. Besides, the functional agencies should play role in boosting local socio-economic development.
