Morning Oct 5, the 10th Binh Duong Provincial Women’s Congress (2016-2021 tenure) was officially opened at provincial Convention Exhibition Centre. Attending the congress were Mr. Tran Van Nam, member of the Party Central Committee, provincial Party Secretary, head of provincial NA’s delegation; Mr. Pham Van Canh, Permanent Deputy Secretary of provincial Party Committee; Chairman of provincial People’s Council; Mr. Tran Thanh Liem, Deputy Secretary of provincial Party Committee, Chairman of provincial People’s Committee; Mr. Nguyen Thanh Liem, member of provincial Party Standing Committee, head of provincial Party Mass Mobilization Committee, Chairman of provincial Vietnam Fatherland Front Committee; Mr. Dang Minh Hung, Vice Chairman of provincial People’s Committee, head of For the Advancement of Women’s Committee; and Ms. Nguyen Thi Thu Ha, member of the Party Central Committee, Chairwoman of Vietnam Women's Union (WU); Ms. Tran Thi Huong, Vice Chairwoman of Vietnam Women's Union; WU’s delegations of 6 southern provinces, cities; Vietnam heroic mothers, Heroes of People's Armed Forces… and 300 delegates representing more than 171,000 female members in the province.
The 10th Binh Duong Provincial Women’s Congress (2016- 2021 tenure) was honorably selected as key congress of Southeast provinces. The congress was opened with a traditional art program themed “Binh Duong Women – Proud epic, high-flying future aspirations". The program illustrated the whole national struggling period as well as contributions of women in the whole country in general and in Binh Duong province in particular.

At the congress, reports on implementation results of provincial Women’s Congress Resolution (2011-2016 tenure) and tasks for the 2016-2021 tenure. During the last tenure, due to a unified, throughout, swift direction of Vietnam Women's Union, WUs in the province implemented effectively emulation movements combined with the "Studying and following the moral example of Ho Chi Minh" movement, cultivated moral qualities “"Confidence - Self-esteem - Faithfulness - Responsibility”; 7 basic criteria, 4 priority issues and 6 key tasks set by the 9th provincial Women’s Congress.
In the spirit of "Unity, innovation, integration and advancement", targets, objectives and tasks, solutions put forward by the 10th Binh Duong Women’s Congress 2016-2021 tenure comprised: annually, 80% female members to educated on legal knowledge of women and gender equality; 90% or more female cadres, members to receive training of happy family building skills; each affiliate to support at least 3 weak households in meeting "5 no, 3 clean" criteria; 80% or more poor women and 90% or more women as householder to be supported in escaping poverty… In particular, the priority issue of this tenure is caring for poor women, girls, female workers in industrial zones, boarding houses; establishing Female intellectuals’ associations; encouraging members to implement civilized lifestyle and new rural construction.

The congress also proposed some solutions: Innovating emulation activities towards "Focusing on grassroots level, keeping abreast of key tasks, launching competitions with specific themes, criteria, practical contents"; mastering the Party's view, improving the quality of policy direction, advice, proposal and social criticism; promoting potentials and strengths of its members, women and enhancing exploitation of social resources serving union activities; innovating propaganda and education in terms of both content and methodology; improving activity quality of grassroots level; innovating content and diversifying forms of activities, attracting the participation of all woman classes; maintaining and developing the core union members ... to contribute to the successfully implementation of the 12th National Party Resolution, the 10th Provincial Party Resolution, contributing to building up Binh Duong as a civilized and modern urban city; for the advancement, happiness and equality of women.
Speaking at the meeting, on behalf of provincial leaders, Mr. Pham Van Canh, Permanent Deputy Secretary of provincial Party Committee, Chairman of provincial People's Council, praised the work and achievements of provincial women's movements, simultaneously proposed some key tasks for the meeting discussion. Mr. Pham Van Canh urged, provincial WUs at all levels should master the views and contents of the 12th National Party Resolution, the 10th Provincial Party Resolution; continue the implementation of Resolution 11-NQ/TW of the Politburo on the work of women, Conclusion No. 62. KL/TW of the Politburo on innovating content, operation mode of socio - political unions; fully promote the core role in propaganda turning towards women, residential areas, boarding houses...; clearly define key tasks in each period to make drastic directives, remarkably effectiveness...; focus on synchronous solutions to improving staff quality at all levels; cultivate a good resource for female staff at all levels and departments.
According to the working program, on Oct 6, the 10th Binh Duong Provincial Women’s (2016-2021) introduced the new Executive Committee and a delegation to attend the superior congress; adopted Congress Resolution and closed the congress.
