On August 15, the delegation of National Assembly's Social Committee led by Dang Thuan Phong, Vice Chairman of the Social Committee, had a meeting with People's Committee of Ben Cat Town on the implementation results of Resolution 30/2021/QH15 of the National Assembly, urgent measures related to the Covid-19 prevention control and the enforcement of policies, regulations on social insurance for the 2016-2021 period.
Representatives of Ben Cat Town reported that over the past 2 years, the Covid-19 pandemic had seriously affected all aspects of people's lives, but with solidarity and the involvement of the whole political system, Ben Cat Town well implemented the "dual goal", brought the town back to "the new normalcy". However, the vaccination against Covid-19 has been behind schedule. Regarding the application of social insurance regimes in Ben Cat town, up to now, the whole town has more than 152,600 people participating in social insurance, reaching 73.6% of the labor force, exceeding the set target.
The number of people joining voluntary social insurance has increased significantly every year. In 2016-2021 period, the average number of people receiving one-time social insurance benefits is 7,615 people per year, the number of one-time social insurance payment tends to increase next year compared to the previous year in terms of both the number of beneficiaries and the level of benefits. The annual debt ratio of social insurance and unemployment insurance fluctuates around 2%. Currently, the town has 34 units that ceased operation, dissolved, went bankrupt with a total debt of more than 4.9 billion VND, facing many difficulties in debt recovery.
At the conference, Ben Cat Town proposed to the Government to consider strengthening human resources for medical branch and labor, invalids, social branches to ensure the performance of assigned tasks; and at the same time promulgate a decree guiding the handling of social insurance, unemployment insurance and health insurance debts of enterprises that ceased operations.
l On the same day, the delegation of National Assembly's Social Affairs Committee continued to work with the Provincial Social Insurance agency on the application of policies and laws on social insurance in the 2016-2021 period.
According to the Provincial Social Insurance agency, by the end of 2021, the province managed nearly 19,800 units with 927,837 employees participating in compulsory social insurance, of which the proportion of workers in the foreign-invested sector accounted for 62.5%. From 2016 to 2021, the number of participants in voluntary social insurance decreased, especially in 2011 due to the Covid-19 and staff changes. Statistics over the past 5 years, debts of Social Insurance Fund fluctuated, the next year was higher than the previous year, namely in 2016 it was more than 291 billion VND but by 2021 it was more than 379 billion VND. Currently, the province has 481 units with a total amount of VND 89.98 billion of bad debts, which are difficult to recover.
The Provincial Social Insurance agency proposed Vietnam Social Insurance to add more staff to the provincial agency; promptly settle social insurance benefits for employees, prevent cases of profiteering from Social Insurance and Unemployment Insurance Funds; promulgate specific regulations on handling cases of using other people's records to work, buying and selling social insurance books through the form of authorization.
At the meeting, members of the delegation assessed that Binh Duong Social Insurance is one of the leading units with very high revenue and expenditure, ranked third in the country, however, the unit needs to promote its strengths, overcome limitations to make the social insurance industry develop further.
