Part 1: Enhancing Innovation and Quality in Party Cell Activities 

To ensure the effectiveness of Party cells and Party members, a crucial aspect of Party building is the continuous enhancement of the quality of Party cell activities. This improvement contributes to the development of leadership capabilities and the combat readiness of grassroots Party organizations, thereby addressing the demands and responsibilities in the current context. 

To enhance the quality of Party cell activities, the Organizing Committee of the Provincial Party Committee has widely implemented the "Excellent Party Cell Secretary" contest, fostering a political movement that resonates throughout the entire Provincial Party Committee. These contests have significantly contributed to the improvement of knowledge, skills, and working methods among the secretaries, deputy secretaries, and members of grassroots Party cells.

Enhancing the leadership function of the Party cell 

Over recent terms, the Central Executive Committee, the Politburo, and the Secretariat have put forth numerous policies and solutions aimed at enhancing the leadership capacity and combat effectiveness of grassroots Party organizations and members, as well as improving the quality of Party cell activities. Specifically, Conclusion No. 18-KL/TW from the 12th Party Central Committee Secretariat emphasizes the continued promotion of Directive No. 10-CT/TW from the 10th Party Central Committee Secretariat, which focuses on "Enhancing the Quality of Party Cell Activities" in the current context. Additionally, Instruction No. 12-HD/BTCTW from the Central Organization Committee addresses various aspects related to the improvement of Party cell activities.

In the article “Promoting Party Spirit in Building the Socialist Republic of Vietnam” by General Secretary To Lam, it is emphasized that there is a need to innovate and enhance the quality of grassroots Party cell activities, ensuring that these activities are both substantive and effective. In addition to the current implementation and thorough understanding of documents and resolutions from higher authorities, the content of grassroots Party cell activities should be examined and supplemented with topics such as: legal content that requires implementation; issues arising from legal practice concerning citizens' rights; and matters related to socio-economic development. For the Party to remain robust, each grassroots Party cell must enhance its role and innovate its activities to make meaningful contributions to the Party.

In recent times, the Binh Duong Provincial Party Committee has identified the innovation and enhancement of the quality of Party cell activities as a key and consistent task in the realm of Party building, in alignment with the Party's policy. Ms. Nguyen Minh Thuy, a member of the Standing Committee and Head of the Provincial Party Committee's Organization Committee, stated that the Provincial Party Committee's Standing Committee has issued Regulation No. 12-QDi/TU, which outlines the criteria for evaluating Party cell activities. Additionally, Program No. 100-CTr/TU has been established by the Standing Committee to implement Resolution No. 21-NQ/TW from the 5th Conference of the 13th Central Executive Committee, aimed at strengthening the consolidation and development of grassroots Party organizations and enhancing the quality of Party members in the new era. Furthermore, Regulation No. 13-QDi/TU has been introduced to oversee, monitor, and guide Party cell activities, along with accompanying documents from the Party building committees.

Emphasize the quality and substance of activities

In alignment with the directives of the Central Committee and the Provincial Party Committee, Party committees and cells throughout the province consistently disseminate and diligently implement the guidance from these higher authorities regarding innovation and the enhancement of Party cell activities. Ms. Nguyen Minh Thuy noted that, in recent times, Party committees and organizations within the province have concentrated on leading and ensuring the rigorous execution of the conclusions, instructions, and directives issued by the Central Committee and the Provincial Party Committee aimed at elevating the quality of Party cell activities. As a result, the content and quality of these activities have become more diverse and relevant to the specific contexts of each Party cell; the procedural steps are adhered to in accordance with established protocols and guidelines; the overall quality of Party cell activities has significantly improved, and the discipline within these activities has been more effectively upheld.

During regular meetings, Party cells consistently emphasize the importance of self-criticism and constructive criticism, fostering an environment of solidarity, democracy, and attentiveness to the perspectives of Party members. Concurrently, Party members engage actively in discussions, cultivating a sense of responsibility while proposing solutions, best practices, and innovative, effective methods for task execution. Notably, the province has recently witnessed numerous exemplary models and inventive approaches aimed at enhancing the quality of Party cell activities. Specifically, the Provincial Party Committee's Propaganda Department has released an internal information booklet (Party cell activity documents), which includes a section dedicated to activities within business Party cells. The Thu Dau Mot City Party Committee has also advanced the dissemination of the Party's policies via the city's fan page, revising the content of Party cell activities to align with local realities. Furthermore, the City and District Party Committees have established enterprise Party cells under the auspices of the Party Committees of communes, wards, and towns, thereby facilitating the participation of Party members employed in enterprises lacking Party organizations in regular Party cell activities, such as the Workers' Party Cell in Ben Cat City and the Workers' Party Group in Thuan An City.

In conjunction with this, the thematic activities are meticulously planned by the Party cell committee from the outset of the year, concentrating on emerging issues that require attention. Simultaneously, Party members are tasked with preparing the content and presenting it to the Party cell on a quarterly basis, with each topic aligned with the principal policies of the Party, the industry, and the unit, while also incorporating the study and emulation of President Ho Chi Minh.

Consequently, each quarter, designated party members are required to prepare the content and format and solicit the opinions of the Party Committee prior to organizing thematic activities. Engaging in the research, preparation, and presentation of these thematic activities has enabled each party member to gain a profound understanding of the role, position, and significance of the Party cell; to proactively enhance their knowledge, skills, and responsibilities, thereby contributing to the improvement of the leadership capacity, combat effectiveness of the Party grassroots organization, and the overall quality of the Party members.
