Supportive measures for the poor in Binh Duong has brought remarkable results after efforts for the work on poverty reduction. Many poor households have escaped poverty and enjoyed a comfortable life, contributing to the process for economic development and social welfare, Nguyen Thi Kim Oanh, director of the provincial department of Labor, War Invalids and Social Affairs affirmed.
Binh Duong is one of 7 provinces lifting poverty line higher than the national line. After this increase, Binh Duong remains certain rate of poverty households. As of the end of 2014, the entire province remained 3,197 poor households, accounting for rate of 1.12% compared with the total local households and 4,286 sub-poor households. Through this poverty line lifting, local residents’ life has been improved significantly, so the work on poverty reduction has reaped encouraging results. This achievement is thanks to leadership and instruction of the provincial party committee, People’s Committee and cooperation of departments, agencies, mass bodies, donors plus determination of the poor.
Besides, Binh Duong reinforced the steering board of poverty reduction program at all levels; held dialogues to listen to aspiration and demand of laborers; spur close cooperation with departments, agencies to check and assess results done at grassroot level.
Binh Duong’s development facilitates the poor’s improvement of living standard through policies, programs of healthcare, education, clean water and housing and more. The entire province now has 3 communes without poor households. They include Hoi Nghia in Tan Uyen town, Thuong Tan, Tan Lap in North Tan Uyen. Meanwhile, 4 other districts have poverty rate under 1% including Di An town, Tan Uyen town, Ben Cat town and North Tan Uyen district.
Aside from advantages, what difficulties are the provincial work on poverty reduction facing, madam?
Along with the done results, poverty reduction work has faced many obstacles. Most of communal cadres involving in poverty reduction work must complete many various jobs at the same time, so bridge between the poor and authorities remains shortcomings. Launching and update of new documents on poverty reduction work for grassroot cadres remain stagnancy.
In addition, cadres lack of surveys of poor households on new poverty line and more.
Could you tell about solutions to reduce poverty sustainably?
We ask for approval of poverty reduction plan 2015 from the steering board of the national goal program of poverty reduction. The work on poverty reduction will focus on sustainability. As such, the sector will continue to carry out groups of policies such as preferential credit for poor and sub-poor families; vocational training and job placement for sub-poor and poor people; improvement of telecommunication to mobilize the poor to promote their internal force.
In addition, the local administration will concentrate on exempting and reducing school fees for poor students, grant health insurance cards for 100% of the poor and more.
With effort, cooperation of the entire society, I believe that the work on poverty reduction will eye sustainable poverty reduction, helping the poor approach services better.
